MPNP Results #23 – 2025

Manitoba issued 63 Letters of Advice to Apply (LAA) through the Manitoba Provincial Nominee Programme (MPNP) under the Skilled Worker stream on 18 December 2025.

The invitations were for candidates in the Skilled Worker in Manitoba stream or the Skilled Worker Overseas stream who declared they were invited directly by the MPNP under a strategic recruitment initiative.

MPNP Results

63 invitations LAA category of the Manitoba Provincial Nominee Program (MPNP) issued in this round were allocated to candidates through strategic recruitment initiatives, prioritising Francophone candidates and candidates currently working in Manitoba:

• Employer Services: 10
• Francophone Community: 27
• Regional Community: 5
• Temporary Public Policy to support work permits for potential Provincial Nominee Programme (TPP) candidates: 21

Of the 63 candidates who received invitations, 8 candidates declared they had a profile Express Entry is valid.

If you have submitted a profile Expression of Interest that meets the above selection criteria but did not receive a Letter of Advice to Apply, the MPNP advises that it may be because:

• You indicated that you took a third-party approved English/French language test to prove language proficiency, but you did not enter a valid test number in your EOI, or your language test is no longer valid; or
• You indicated that you received a Letter of Advice to Apply (ITA) to the MPNP under a strategic recruitment initiative, but you did not provide a valid invitation number.

Target audience for this round

Initiative categories typically reflect:

• Employer Services (10): Manitoba’s Employer Services strategic recruitment initiative aims to help approved Manitoba employers retain workers by endorsing eligible candidates through the MPNP.
• Francophone Community (27): Manitoba defines a “Francophone candidate” (for MPNP purposes) as someone with French proficiency equal to or higher than English, supported by an MPNP-approved language test.
• Regional Community (5): Regional immigration initiatives are designed to support labour market and demographic needs in communities outside Winnipeg, developed with local partners such as employers, local government, and settlement organisations.
• TPP (21): This category relates to temporary public policy linked to work permit support for certain potential provincial nominee candidates.
• Previously, Manitoba participated in a federal policy to provide work permit support letters for selected PNP candidates, providing them with special work permit support.
• Manitoba has announced it will stop accepting new support letter requests after 16 December 2025 (12:59am EDT).

Manitoba continues to prioritise candidates who contribute to the province’s labour needs and economic development through strategic recruitment initiatives, particularly for Francophone communities and the existing workforce.
