Submitting an EOI is the first step towards immigrating to Manitoba throughManitoba Provincial Nominee Program (MPNP).
An EOI is not an application, but an online profile. Anyone interested in applying to the MPNP must submit an EOI. Candidates answer a series of online questions and receive an EOI ranking score based on the answers provided. The candidate’s profile is then entered into a pool of all eligible candidates. The MPNP regularly invites the highest-scoring candidates in the pool to submit a full application to the MPNP.

How to submit an EOI
Before starting, candidates should read the eligibility criteria of the MPNP and of the pathway or stream they are applying to, as they may have to take a language test or meet other requirements before submitting an expression of interest.
To submit an EOI, the candidate creates an account on theMPNP Online portal. After logging in, select Create an Expression of Interest from the options provided.
- Candidates should save a copy of the EOI Summary Report before submitting the EOI.
- The candidate’s profile is valid for 1 year from the date of submission. A candidate may have only one active EOI at a time. A candidate may submit a new profile once the current EOI has expired.
- Successfully completing an EOI does not guarantee a nomination or the ability to submit a full application to the MPNP.
Candidates must ensure that the information provided in the expression of interest is accurate and complete at all times. Where a candidate’s circumstances change, they may update the information in the EOI after submission by logging back into their account. Where a candidate provides false or misleading information, their EOI is refused and they may be barred from submitting another EOI for two years.
There is no limit on the number of candidates who may submit an expression of interest and there is no deadline. The information the candidate provides helps determine whether they are eligible to immigrate through the MPNP.
How it works
Once a candidate has successfully created an EOI, they are entered into a pool of all eligible candidates. The MPNP ranks candidates against a number of factors and, where they are among the highest-scoring candidates, they may be invited to apply to the MPNP.
Candidates receive an EOI ranking score based on the information provided in the profile.
The MPNP regularly draws the highest-scoring candidates and invites them to submit a full application to the MPNP.
Where invited to apply, the candidate may use the login details created for the expression of interest to complete the full application.
There is no limit on the number of candidates who may submit an expression of interest and there is no deadline.
Note:The MPNP reserves the right to limit the number of, or exclude from draws, expressions of interest in particular occupations with a large number of existing applications and/or an application backlog, evidence of limited employment prospects, and other significant barriers to employment in Manitoba.
How does the EOI ranking system work?
The EOI ranking system allocates points against 6 factors: language proficiency, age, work experience, education, adaptability, and risk.

Factor 1: Language proficiency
Points based on Canadian Language Benchmark (CLB) Individual scores for reading, writing, listening, and speaking, based on the equivalency of IELTS, CELPIP, TEF and/or TCF test results.
Language proficiency in Canada's second official language: For the MPNP, a candidate's second official language is the Canadian official language, either English or French, in which they are less proficient. Candidates should only indicate they have language proficiency at Canadian Language Benchmark (CLB) 5 or higher in their second official language if they have a valid language test as proof.
For example, if a candidate completes an English test for their first official language, they must provide proof of a valid French test at CLB 5 or higher to receive points for their second official language. If a candidate completes a French test for their first official language, they must provide a valid English test at CLB 5 or higher to receive points for their second official language.

Points based on the candidate's age at the time of submitting their Expression of Interest for the MPNP.

Factor 3: Work experience (in the last 5 years)
Points based on the number of years of full-time work experience. Full-time is defined as 30 hours or more per week for one employer. Calculate the number of full years of work experience; do not round up (for example, if a candidate has worked for 7 months, they must answer less than 1 year).
Candidates may receive an additional 100 points if they are fully recognised by a provincial regulatory body, provided they are working in a trade or profession that requires licensing in Manitoba and have completed all necessary steps to be licensed/certified to practise in Manitoba.

Factor 5: Adaptability
Adaptability points are based on the type of connection the candidate has to Manitoba. All candidates must have at least one type of connection to the province. If a candidate has more than one type of connection, they will receive adaptability points based on the connection with the highest score.
Note: Regional development points are awarded in addition to another Manitoba connection, except for Manitoba Demand, when a candidate has an existing social or economic connection to a community outside the Manitoba Capital Region. All candidates indicating they intend to settle outside Winnipeg must, at the time of application, convincingly demonstrate that they have strong ties to a region outside the capital city, showing a high likelihood that they will contribute to the long-term economy of that region.

Factor 6: Risk assessment
Risk factors are based on the connections a candidate has to other regions of Canada. Candidates must answer yes to any questions regarding connections or immigration applications to other Canadian provinces if they apply to the candidate or their spouse.
Ranking points are not deducted if the candidate or their spouse has close relatives living in another Canadian province or if the candidate has a previous immigration record with another province, but candidates must still truthfully declare these connections in their EOI.

The Letter of Advice to Apply (LAA)

Periodically, the highest-scoring candidates drawn from the EOI pool receive a Letter of Advice to Apply (LAA), which is an invitation to submit a full application to immigrate through the MPNP. The number of LAAs issued in each draw depends on annual processing targets and capacity.

Where the minimum criteria of one of the MPNP’s application streams are met, the candidate is entered into the pool of all candidates eligible for the programme.
No. Each candidate may have only one active EOI at any time. Anyone intending to apply to the MPNP should submit only one EOI to the programme.
Where a candidate’s profile or family circumstances change (for example, the birth of a child, the completion of a further programme of study), it is not necessary to submit a new EOI. Instead, the candidate may edit the existing profile by logging into their Manitoba government account and making the necessary changes. Once the EOI is resubmitted with the changes, any change to the ranking score is reflected in the candidate’s account.
A candidate should submit a new EOI only where the old EOI has expired or where they receive aLetter of Advice to Apply (LAA)and decide to decline the invitation to submit a full application.
An expression of interest is valid for one year from the date the candidate submits it to the MPNP. Where no Letter of Advice to Apply (LAA) is received after 12 months and the candidate still wishes to be considered for the MPNP, they must create a new profile.
Changing an existing EOI does not extend the profile’s period of validity.
Candidates should select yes as their answer only where the destination on their previous federal or provincial immigration application was a province other than Manitoba.
Questions relating to any connection to Canada or to previous applications must be answered yes where this applies to the candidate or their spouse.
A candidate’s second official language for MPNP purposes is taken to be the official language of Canada, English or French, in which the candidate is less proficient. Candidates should indicate that they have language ability atCanadian Language Benchmark (CLB)5 or above in Canada’s second official language only where they have a valid language test as evidence.
For example, where the candidate has taken an English test for the first official language, in order to receive points for the second official language they must provide evidence of a valid French test (TEF) at CLB 5 or above. Where the candidate has taken a French test for the first official language, in order to receive points for the second official language they must provide a valid English test (CELPIPorIELTS) at CLB 5 or above.
The MPNP selects skilled workers with the intention and ability to settle permanently in this province as economic immigrants. Connections to other provinces, through close relatives or previous immigration applications, are treated as risk factors in determining the likelihood of the candidate remaining in Manitoba long term.
Although every case is different, a connection to another province before applying to the MPNP may be an indication that Manitoba was not the candidate’s first immigration choice in Canada. For this reason, risk factors are considered in determining the strength of a profile in the MPNP’s expression of interest (EOI) system.
However, the existence of one or more risk factors does not make a candidate ineligible for the programme, and candidates who lose points for having connections to other provinces have still been considered in every draw to date.
The MPNP believes that the introduction of the expression of interest system, including the inclusion of risk factors, provides the most transparent measure for the MPNP to select the candidates with the greatest potential for both immediate economic integration and long-term contribution to the province.
No. The EOI does not change the MPNP’s eligibility requirements. This is not a new programme, but a way for Manitoba to manage intake and application processing in both the Skilled Worker in Manitoba and Skilled Worker Overseas streams.
There is no limit on the number of people who may submit an EOI. However, the number of candidates invited to submit a full application continues to be based on Manitoba’s annual nomination quota allocated byImmigration, Refugees and Citizenship Canada (IRCC)11. Where invited to apply to the MPNP and subsequently nominated for permanent residence, the candidate must pay the applicable application processing fees for permanent residence applications directly to Immigration, Refugees and Citizenship Canada (IRCC).
14. How is a candidate’s work experience calculated?
Candidates should count only complete years of work experience. Work experience must not be rounded up (for example, with 7 months of work experience, the candidate must answer less than 1 year).
Candidates should declare only full-time work experience gained as at the date the EOI is submitted and must not add any future experience that may be gained while awaiting submission of the full application to the MPNP. However, where a further full year of work experience is gained before a Letter of Advice to Apply is received, the candidate may update the EOI with the new information and their score is adjusted.
Note that where a candidate has less full-time work experience than declared in the EOI, the subsequent application to the MPNP is refused and the candidate may be barred from submitting another EOI for two years.
15. When should I answer yes to the question “If your occupation is regulated in Manitoba, are you fully recognised by the provincial licensing body after going through all the qualification assessment steps?”
Candidates should answer yes to this question only where:
The candidate works in a profession or trade considered regulated in Manitoba.
- The candidate has fully completed all the licensing steps needed to work in this occupation in the province.
- Submitting credentials for assessment is not treated as sufficient evidence of being able to work in Manitoba, so in that case the candidate must answer NO to this question. Candidates should review carefully the information in the Regulated Occupations section on the
