If leasing property: estimated from €169,000 EURO (administrative fee of €60,000 EURO, government contribution of €37,000 EURO, NGO donation of €2,000 EURO, and 5-year rent of €70,000 EURO). If purchasing property: estimated from €474,000 EURO (purchase price from €375,000 EURO plus €99,000 EURO in mandatory contributions), excluding stamp duty and legal fees. All contributions are non-refundable; only real estate can be resold after 5 years. Programme conditions as announced by Residency Malta Agency.
Processing time is 6 to 12 months from the date of full application submission. However, the investor receives a 1-year temporary residence permit immediately after passing the preliminary check, allowing residence in Malta while awaiting official approval.
The MPRP covers up to 4 generations in one application: spouse, unmarried children (no age limit if financially dependent on the investor), and dependent parents and grandparents. Each dependent over 18 years old (excluding the spouse) incurs an additional €7,500 administrative fee.
There is no requirement for permanent residence. The investor only needs to maintain a residential address in Malta (rented or owned property). Malta allows for an absence of up to 6 continuous months or 10 months within 5 years.
MPRP permanent residents have the right to apply for a work permit in Malta under standard labour regulations. Investors may also own businesses and rent out properties to generate income.
The investor must maintain the qualifying property for a minimum of 5 years. After 5 years, it can be sold and replaced with another property (no value limit, provided there is an actual residential address in Malta). If renting, after 5 years, one may move to another property or sublet.
The MPRP does not automatically lead to citizenship. Maltese naturalisation is a separate procedure that requires actual physical residence in Malta and meeting the requirements under Maltese law. A Maltese (EU) passport offers visa-free access to over 180 countries.
Malta does not tax foreign income not remitted to Malta (0% foreign capital gains tax). There are over 70 double taxation avoidance agreements. There is no net wealth tax. Investors may enjoy special tax incentives depending on the investment structure and duration of residence.
