Letter of Advice to Apply (LAA)

A Letter of Advice to Apply (LAA) is a document issued to recognise that a candidate is eligible to take part in the Manitoba Provincial Nominee Program (MPNP).

On receiving a Letter of Advice to Apply (LAA), the candidate is able to log into their account and access the full Manitoba Provincial Nominee Program (MPNP) application.

The candidate has 60 days from the date the Letter of Advice to Apply (LAA) is received to submit the full application. The MPNP charges a non-refundable application fee of CAD 500.

Preparation

Understand that each candidate must demonstrate, by submitting credible and verifiable documents inMPNP Online, that they are eligible to apply. Read theMPNP Policies and Proceduresto understand fully the information required, and note at the same time that:

• Manitoba Provincial Nominee Program (MPNP)is not a sponsorship programme. It is a standing programme of the province of Manitoba to promote and support economic immigration for independent skilled workers and entrepreneurs.
• Whatever connection to Manitoba the candidate declares, the MPNP assesses that connection on the basis of all the documents the candidate submits.
• The MPNP accepts applications from skilled workers in any occupation – unless otherwise stated – but the MPNP considers the candidate’s employability on the basis of education, training, work experience, language skills and regulatory requirements during the assessment of the application.
• Candidates do not need an immigration representative to apply. Where they choose to engage a representative, that representative must comply with strict guidelines.
• The Manitoba immigration points calculatoris intended only for candidates to self-assess their eligibility to apply. Where there is a discrepancy between the candidate’s self-assessment and the MPNP’s assessment based on the information and documents the candidate provides, the MPNP’s assessment prevails.
• Applications are assessed on a case-by-case basis against the criteria published on this website on the date the application is received.
• A candidate may have only one MPNP application in process at a time and cannot apply through both the skilled worker and business categories of the programme.
• The MPNP reserves the right to require candidates who, in the programme’s view, intend to immigrate to Canada for business purposes, to apply only through the business category.

Documentary requirements

The Manitoba Provincial Nominee Program (MPNP) assesses a candidate’s eligibility on the basis of the documents submitted in the MPNP Online application. The candidate must substantiate all the statements in theExpression of Interest (EOI)and all the information provided in the application with credible supporting documents.

Submitting the application

After completing all the pages of the MPNP application and uploading all the supporting documents, the candidate reaches the final step: paying the fee and submitting the application. The MPNP has a non-refundable application fee of CAD 500, which the candidate pays at the time of submission.

• The candidate must use Microsoft Edge to pay the application fee and submit the application. Using another browser, such as Google Chrome or Mozilla Firefox, means the candidate will not be able to submit the application successfully.
• The candidate must pay the application fee by Visa or Mastercard credit card. Visa Debit cards are not accepted. Where a Visa Debit card is used, the amount is deducted from the card, but the application is not submitted. The candidate’s Visa Debit card is automatically refunded within 10 working days.
• The candidate receives confirmation of whether the transaction was approved or not. If approved, the candidate’s application has been submitted to the MPNP. The candidate receives an email from the MPNP within 48 hours with the MPNP application file number.

After submitting the MPNP Online application, the candidate may log into their account at any time to:

• Check the status of the application
• Update contact details
• Change marital status
• Add a dependant, such as a new spouse or a new baby
• Upload additional documents
