Approval and Receipt of Residence Permit

OCMA reviews and approves the application. Within 3 months of approval, the investor and their family travel to Latvia to provide biometrics and receive the 5-year ID residence permit. Duration: 1–3 months.

Annual renewal of the ID card. After 5 years, if you have physically resided in Latvia for 4 out of 5 years and achieved A2 level Latvian proficiency, you are eligible to apply for permanent residency. The Latvia Golden Visa includes a spouse and children under 18 in the same application. You must prove sufficient financial means to support the family – €8,880 per year for a spouse and €2,664 per year for each child. Children over 18 cannot be included.

There is no requirement for frequent residency to maintain and renew the residence permit. However, if you wish to apply for permanent residency (after 5 years), the investor must physically reside in Latvia for 4 out of 5 years and achieve A2 level Latvian proficiency.

Business investment (€50,000) is the most popular due to the low investment threshold and fast processing. Real estate investment (€250,000) is also popular due to high rental yields of 5–8% per year and attractive property prices in Riga. The proportion of real estate applications increased from 29% (2024) to 45% (2025).

Latvia ranks 2nd globally in the 2024 International Tax Competitiveness Index. There is no tax on corporate profits if they are reinvested (0% corporate tax on retained earnings). Tax is only applied at 20% when distributing dividends. Personal income tax is progressive at 25.5–33%.

Yes. The roadmap: after 5 years of residency with a Golden Visa – apply for permanent residency (requires 4/5 years of physical presence + A2 level Latvian language). After a total of 10 years of legal residency – eligible to apply for Latvian citizenship. Requires knowledge of Latvian history and culture. A Latvian (EU) passport provides visa-free access to over 180 countries.

The Latvian Parliament is considering amendments to the programme, which may reduce the residence permit duration from 5 years to 2 years for business investments. However, investors who receive their permits under current regulations will retain the full 5-year duration. PLI encourages interested investors to submit their applications early to take advantage of the current conditions.
