MPNP Draw Results #19 – 2025

Manitoba has issued 862 invitations to candidates through the skilled worker stream of the Manitoba Provincial Nominee Programme (MPNP).

Candidates were invited across both the Skilled Worker in Manitoba and Skilled Worker Overseas pathways, in an occupation-specific draw and an employer-direct selection draw, respectively.

On 9 October 2025, Manitoba held Draw #255, the 19th draw of 2025, inviting a total of 862 candidates to apply for provincial nomination.

The Skilled Workers in Manitoba stream

A total of 583 Letters of Advice to Apply (LAA) were issued in this draw to candidates who declared current employment:

• In healthcare-related occupations in Manitoba
• Corresponding to home support workers, caregivers, and related occupations

Profiles must be employed in occupations in Manitoba or fall within the broad National Occupational Classification (NOC) category for healthcare occupations, or occupations matching the specific NOC description for Home support workers, caregivers, and related occupations:

Skilled Worker stream

A further 279 Letters of Advice to Apply (LAAs) were issued to candidates via the The Skilled Workers in Manitoba stream or The Skilled Workers Overseas stream, who submitted a profile and were invited directly by the MPNP under a strategic recruitment initiative.

This is the second consecutive draw in which the MPNP has prioritised TPP candidates across its skilled worker streams.

The Temporary Public Policy to support work permits for potential nominees is a measure to grant open work permits (OWP) to skilled workers in participating provinces. This measure is jointly supported by Immigration, Refugees and Citizenship Canada (IRCC) and the Government of Manitoba.

Of the total 862 Letters of Advice to Apply (LAAs) issued, 203 were awarded to candidates declaring a valid profile Express Entry number and Job Seeker validation code.

Why some candidates did not receive an invitation

If a profile met the specific selection criteria for the draw, but did not receive a Letter of Advice to Apply (LAA), potential reasons may include:

• Candidates declared an approved third-party language test, but did not provide a valid test number in expression of interest (EOI) , or the test results had expired
• Applicants declaring an MPNP invitation under a strategic recruitment initiative but failing to provide a valid invitation number.

Applicants working in regulated occupations are also required to hold a relevant valid Manitoba licence. Invited regulated professionals must provide evidence of completing all required licensing steps to maintain their invitation. Failure to do so may lead to application refusal.

Occupation-specific draws allow Manitoba to target candidates currently working in in-demand sectors in the province, addressing labour shortages and supporting workforce stability. The MPNP provides a full list of in-demand occupations on the provincial government website..

Strategic recruitment initiatives are employer-led processes that allow the MPNP to partner with employers, communities, and cultural organisations in Manitoba to identify foreign candidates with strong settlement potential in Manitoba.

These candidates typically possess specific professional experience that is needed but not currently available among workers in the province—however, candidates may also be invited due to their French-language proficiency.
