MPNP Skilled Worker

The Skilled Worker category of the Manitoba Provincial Nominee Program (MPNP) is for workers with work experience in Manitoba.

Overview

The Skilled Worker categories operate through an expression of interest (EOI) system, under which eligible candidates complete a series of online questions and receive points based on the answers they provide.

The highest-scoring candidates may be invited to apply to theManitoba Provincial Nominee Program (MPNP). There is no limit on the number of candidates who may submit an expression of interest and there is no deadline.

Under the Skilled Worker in Manitoba category, applications are accepted from eligible temporary foreign workers and international graduates who are working in Manitoba and have been offered permanent employment by a Manitoba employer. Skilled Worker category candidates must meet the minimum requirements listed below in order to be entered into the expression of interest pool, where they are ranked against a number of factors.

Minimum requirements for the candidate

To be eligible under the MPNP Skilled Worker in Manitoba category, a candidate must:

• Be an eligible temporary foreign worker or international graduate.
  • International graduates must have taken a licensed education or training programme at a public post-secondary institution or a registered private institution in Manitoba. (Language programmes are expressly excluded).
  • The academic/vocational training programme must be full-time and last at least 1 academic year.
  • The candidate must have successfully completed the programme and been awarded a diploma, degree or certificate.
• Have a permanent, full-time job offer from their current employer in Manitoba.
• Have worked continuously for their current employer in Manitoba for at least 6 months.
  • Any period of self-employment, unauthorised work, or work carried out while studying full-time (for example, work experience gained on a co-op work permit) is not counted when calculating the period of eligible work experience in Manitoba.
• Hold a validWork PermitorPost-Graduation Work Permit (PGWP)fromImmigration, Refugees and Citizenship Canada (IRCC).
• Hold all the qualifications for the position, including training/education and any mandatory licensing or certification;
• Have work-ready English ability; specifically, the candidate must demonstrate English or French ability sufficient to perform the duties in their job description.
• Have a connection to Manitoba through employment that is stronger than any connection they may have to another province.
• Demonstrate in a Settlement Plan the intention and ability to live, work and establish their working and family life in Manitoba as a permanent resident.
• Demonstrate that they have sufficient settlement funds – usually CAD 10,000 for the principal candidate, plus a further CAD 2,000 for each dependant included in the application.

Note: candidates who graduated from a post-secondary programme in a Canadian province other than Manitoba and wish to apply under this category because they have been offered work in Manitoba must work for that Manitoba employer for at least one year in order to be eligible.

Minimum requirements for the employer

Employers under the Skilled Worker category must also make a job offer meeting the following conditions:

• Be incorporated or registered under the statute of a province or the Parliament of Canada.
• Be operating as a business with stable production capacity, a plant or business premises in Manitoba.
• Demonstrate to the MPNP’s satisfaction that they are an established business with the capacity to provide the candidate with full-time, long-term employment in Manitoba.
• Provide a job offer letter to the candidate.
  • Signed.
  • On company letterhead.
  • Clear as to the salary/remuneration and any other details of the position.

The process

Candidates under the Skilled Worker category follow Manitoba’s Expression of Interest (EOI) System, which comprises a 3-step process.

• Step 1:prospective candidates express their interest in immigrating to Manitoba by answering a series of questions and creating an online profile. The profiles of eligible candidates are assigned points based on the answers provided and are placed in the Manitoba EOI pool alongside other eligible candidates. Candidates are ranked under the MPNP’s own Ranking Score system and scored out of a maximum of 1,000 points.
• Step 2:the highest-scoring candidates may be invited to apply to the MPNP. When a candidate is drawn from the EOI pool, they receive a Letter of Advice to Apply (LAA). After receiving an LAA, the candidate has only 60 days to submit a complete and accurate application to the province of Manitoba.
• Step 3:after receiving a nomination from the province of Manitoba, the candidate then submits their full paperwork to IRCC and applies for Canadian permanent residence.

Who is not eligible

A candidate is not considered under the Skilled Worker in Manitoba category if they:

• Are self-employed, a business owner, an owner-operator, or an individual providing services as an independent contractor to the business supporting their application.
• Are exempt from the work permit requirement to work in Manitoba (for example, a minister of religion).
• Apply on the basis of a job offer under a study-work programme.
• Are an asylum seeker, or an individual engaged in a federal appeal or removal process.
• Are a Live-in Caregiver currently living in Canada.
• Are a Temporary Foreign Worker currently working and residing in a province other than Manitoba.
• Are the spouse of a Canadian citizen or permanent resident.
• Are an individual who has been refused by the MPNP within the past 6 months and is unable to address the reasons for refusal.
• Are an individual with an active immigration application under any other provincial immigration programme in Canada.

The self-assessment points system

Candidates under the Skilled Worker category of the Manitoba Provincial Nominee Program (MPNP) must carry out a self-assessment.

In addition to the requirement to demonstrate a connection to Manitoba, applicants must score at least 60/100 points on the self-assessment grid. Points are awarded based on five factors: language proficiency, age, work experience, education, and adaptability.

By completing an Expression of Interest form, eligible candidates under the Skilled Worker category of the Manitoba Provincial Nominee Program (MPNP) are automatically ranked by score against 6 criteria. The highest-scoring candidates in the pool are invited periodically to submit a full application to the Manitoba Provincial Nominee Program (MPNP).
