
Turkish Defter is a common term used within the Vietnamese investor community when referring to the personal tax registration system in this country, which is officially named Vergi Kimlik Numarası (abbreviated as VKN) in Turkish. This is a 10-digit tax identification number issued by the Turkish Revenue Administration and is a prerequisite for all financial, legal, and investment transactions by foreigners in Türkiye.
For investors participating in the programme Turkish citizenship by investment, possessing a Vergi Kimlik Numarası is the first step that cannot be overlooked. Without a tax identification number, investors cannot open bank accounts, purchase real estate, register a Tapu, or transfer foreign currency through the Turkish banking system.
Before exploring the registration process, investors need to understand the Turkish identification system to avoid confusion between different types of numbers. This system includes three main codes, each with different functions and issuance times.
This is a 10-digit code issued by the Turkish Revenue Administration (Gelir İdaresi Başkanlığı, abbreviated as GİB) to individuals and legal entities engaged in taxable activities or financial transactions in Türkiye. For foreigners without a residence permit, this is the primary identification code in the financial system.
This is a variant of the VKN specifically for foreigners who do not yet have a Yabancı Kimlik Numarası (foreign identification number). This code functions similarly to the standard VKN and is used for all official transactions, including opening bank accounts, purchasing real estate, and submitting CBI applications. This is the type of code that most Vietnamese investors will receive when registering for the first time.
This is an 11-digit code starting with the number 99, issued only to foreigners who have been granted a residence permit through the Turkish Directorate General of Migration Management. Once an investor has a YKN, this code usually replaces the Potansiyel Vergi Kimlik Numarası in administrative transactions.
For Turkish citizens, the T.C. Kimlik Numarası (11-digit citizen identification number) serves a dual role as both an identity number and a tax number. Foreigners do not have a similar provision, making the registration of a Turkish Defter mandatory.

A Turkish Defter is required in many different situations, not only when an investor has a tax liability in Türkiye. Possessing a tax identification number does not automatically create a tax liability or tax residency status; it is merely a prerequisite for participating in the formal financial system.
Situations where a tax identification number is mandatory include:
For Turkish CBI applications, the tax identification number must be registered from the very first step in 6-step Turkish CBI process, even before opening a bank account and transferring investment capital.
The Turkish Revenue Administration provides two channels for foreigners to register for a tax identification number: online via the digital platform and in person at a local tax office. Both methods are completely free according to official information from Turkish Revenue Administration.
The online method is the fastest option, particularly suitable for investors who have not yet entered Türkiye and are in the application preparation stage from Vietnam. The Dijital Vergi Dairesi system allows registration to be completed in a few minutes without needing to visit a tax office.
The online registration process includes the following steps:
1. Access the portal dijital.gib.gov.tr and select the section “Yabancılar İçin Potansiyel Vergi Kimlik Numarası Başvurusu” (Application for Potential Tax Identification Number for Foreigners) 2. Accurately enter personal information according to the format in the machine-readable zone (MRZ) of the passport: full name, date of birth, nationality, passport number, date of issue, and expiry date 3. Enter contact information including email address and phone number 4. Upload a copy of the passport information page in PDF, JPG, or PNG format 5. Enter the security verification code and confirm the application 6. The system processes the data and immediately issues a Potansiyel Vergi Kimlik Numarası
Once completed, the system will generate a PDF file containing the official tax identification number for investors to download and save. Browsers must be set to allow pop-ups and cookies to ensure the PDF file displays correctly.
When online registration cannot be completed because of technical issues, investors can visit any tax office (Vergi Dairesi) across the country in person. The required application file is simple, comprising a valid original passport and a photocopy of the passport information page.
At the office, investors complete the application form provided by staff, submitted alongside their passport and photocopy. Processing is usually completed within a few minutes and the tax identification number is printed directly on the official certificate. This method suits investors already present in Türkiye who wish to secure a hard-copy certificate.
For Vietnamese investors, preparing the Turkish Defter registration file is relatively straightforward but requires attention to a few specific details.
Passports must have at least 6 months of validity remaining at the time of registration. For CBI applications, passports should ideally have a minimum validity of 12 months to avoid renewal mid-way through the 3 to 6-month profile assessment process. The registered full name must match the name in the passport 100%, including the order of surname and middle names. Where Vietnamese passports display unaccented names, the Dijital Vergi Dairesi system automatically accepts this format.
Both biometric standard passports and official service passports held by Vietnamese citizens can be used to register for a tax identification number. However, official service passports cannot be used for real estate investment or applying for CBI citizenship, so investors must register their tax identification number using a standard passport to ensure application consistency.
Notably, registering for a Turkish Defter does not require Vietnamese documents to undergo consular legalisation or an Apostille. This differs from subsequent steps such as Tapu registration or submitting citizenship applications, where all Vietnamese documents must be legalised under applicable procedures.
The Turkish Defter carries several key legal features that investors need to understand for proper use in long-term transactions.
Tax identification numbers issued to foreign individuals are permanently valid with no expiry date. Investors need to register only once, and this number remains tied to the individual for life, even if they renew their passport, change citizenship, or shift from non-resident to tax resident status.
When investors are later granted a residence permit and receive a Yabancı Kimlik Numarası, the original VKN number remains valid and links to the new legal file. In some cases, the system automatically shifts the tax identification number status from “potential” to “active” without requiring new procedures.
Most importantly, registering for a Turkish Defter does not mean becoming a tax resident in Türkiye. Under Turkish Income Tax Law, tax obligations arise only when an individual meets tax residency conditions, earns income sourced in Türkiye, or establishes a permanent establishment. Staying under 183 days in a calendar year without income sources in Türkiye generally does not generate tax liability.
However, investors purchasing real estate in Türkiye will be subject to property-related taxes, including annual property tax (around 0.2% of property value), Tapu Harcı transfer tax (4%) upon transacting, and rental income tax if applicable.
If investors forget or misplace their tax identification number certificate, three methods are available for retrieval and verification.
The first method is accessing the e-Devlet portal (turkiye.gov.tr), which provides the “Vergi Kimlik Numarası Doğrulama” (Tax Identification Number Verification) service. Investors input their passport number, full name, and select personal details, and the system retrieves and displays the issued tax identification number.
The second method is using the Dijital Vergi Dairesi portal with the registered tax number lookup feature. When investors re-enter their passport details, the system searches the database and returns the existing tax identification number instead of issuing a new one.
The third method is visiting any Vergi Dairesi in person and presenting a passport for staff to search the system. This applies when the two online methods encounter technical issues or when investors lack internet access.
Within the entire the Turkish CBI application process, the Turkish Defter appears across various stages and acts as the thread connecting all legal documents.
At the bank account opening step, banks require investors to provide a tax identification number for KYC registration and anti-money laundering compliance. At the investment capital transfer step, the tax identification number is stated on the Foreign Exchange Purchase Certificate (DAB) as proof of a legal transaction. At the real estate purchase and Tapu registration step, the tax identification number serves as the primary identifier for the buyer on transfer documents at the land registry office.
Finally, when submitting citizenship applications to the General Directorate of Citizenship and Population Affairs (Nüfus ve Vatandaşlık İşleri Genel Müdürlüğü), the tax identification number is linked to the complete financial file, including transfer receipts, SPK valuation reports, and the Tapu stamped with a 3-year non-sale commitment. A minor discrepancy in the tax identification number across documents can delay the profile assessment process.
The Turkish Defter, officially named Vergi Kimlik Numarası, is the legal key opening the way for foreign investors to enter Türkiye’s financial and investment systems. Registration is free and simple, achievable online from Vietnam or in person at tax offices in Türkiye, with the issued number holding permanent validity.
For CBI investors, obtaining a tax identification number should be carried out as early as possible, right from initial file preparation, to ensure subsequent steps such as bank account opening, investment capital transfer, and real estate purchases proceed smoothly. The next step investors must complete after obtaining a tax identification number is opening a Turkish bank account, a foundational step to receive and manage investment capital flows throughout the CBI application lifecycle.
