NLPNP Results #13 – 2025

This week, Newfoundland and Labrador held another invitation round through its two provincial immigration streams.

A total of 330 Invitations to Apply (ITAs) were issued through the Newfoundland and Labrador Provincial Nominee Program (NLPNP) and the Atlantic Immigration Program (AIP).

Summary of NLPNP Results

The Office of Immigration and Multiculturalism (OIM) issued 330 invitations to apply via Newfoundland and Labrador Provincial Nominee Program (NLPNP) and Atlantic Immigration Program (AIP), at a 2:1 ratio, with the majority of invitations sent to Newfoundland and Labrador Provincial Nominee Program (NLPNP) applicants:

This is the highest number of invitations issued through the Newfoundland and Labrador Provincial Nominee Program (NLPNP) since 10/07/2025, and the highest since 26/09/2025 for the Atlantic Immigration Program (AIP).

The Newfoundland and Labrador Provincial Nominee Program (NLPNP) does not disclose which specific Provincial Nominee Program (PNP) streams the invitations were issued under.

So far in 2025, the Office of Immigration and Multiculturalism (OIM) has conducted 13 rounds of invitations through both the Newfoundland and Labrador Provincial Nominee Program (NLPNP) and the Atlantic Immigration Program (AIP).

Throughout 2025, Newfoundland and Labrador has issued the following number of invitations through the Newfoundland and Labrador Provincial Nominee Program (NLPNP) and the Atlantic Immigration Program (AIP):

For 2025, Newfoundland and Labrador was allocated a total of 2,525 nomination spots for the two immigration programmes, divided as follows:

• 2,050 for the Newfoundland and Labrador Provincial Nominee Program (NLPNP);
• 475 for the Atlantic Immigration Program (AIP).

It should be noted that nominations and invitations are not the same. An invitation allows an applicant to apply but does not guarantee approval, whereas a nomination represents the final approval within the province’s federal allocation.

Once an applicant receives a nomination from the province, they can apply directly to Immigration, Refugees and Citizenship Canada (IRCC) for permanent residence, or (if the stream Provincial Nominee Program (PNP) they were nominated under aligns with Express Entry), they can join the Express Entry pool and seek invitation to apply (ITA) via the system.

A portion of invited applicants do not complete the process or are refused. Therefore, Newfoundland and Labrador can issue more invitations than available nomination spots without exceeding the quota.

The province was initially allocated 1,050 Newfoundland and Labrador Provincial Nominee Program (NLPNP) nomination spots, but after negotiating an increase with the federal government, the province was granted an additional 1,050 spots.

Increased 2026 Provincial Nominee Program (PNP) intake targets

According to immigration plan just announced, for 2026, the federal government has increased the intake target permanent resident to 91,500 – up from 55,000 in 2025.

This is a 66% increase from the previous year.

With the increase in permanent resident intake through Provincial Nominee Programs (PNP) for 2026, Newfoundland and Labrador is likely to see an increase in nomination spots, allowing the province to welcome a larger number of provincial nominee applicants.

However, it is currently unclear how many nominations each province and territory will receive in 2026.
