United States Visa Bulletin June 2026

The United States Department of State has released the June 2026 Visa Bulletin, featuring significant adjustments to employment-based categories, most notably the retrogression for EB-1 and EB-2 categories for Indian nationals. Meanwhile, the EB-5 category and most other categories for other countries (including Vietnam) remain Current. The Department of State has also warned of potential further retrogression before the 2026 fiscal year ends on 30/09/2026.

Overview of employment-based category changes

According to the June 2026 Visa Bulletin published by the United States Department of State and analysis by Fragomen, employment-based categories have undergone the following changes:

Visa EB-1 (priority workers): China remains at 01/04/2023. India retrogressed 3.5 months – from 01/04/2023 to 15/12/2022. All other countries remain Current.

Visa EB-2 (professionals with advanced degrees or exceptional ability): India retrogressed significantly by over 10 months from 15/07/2014. The Department of State warns of potential further retrogression or the category becoming Unavailable before the end of the fiscal year. All other countries remain Current. China remains at 01/09/2021.

Visa EB-3 (skilled workers and professionals): China advanced 6 weeks. India advanced 1 month from 15/11/2013. All other countries remain Current at approximately 01/06/2024.

EB-5 category: ROW Current, India makes significant progress

Theo Fragomen, Visa EB-5 Unreserved (both Regional Center and Non-Regional Center) in the Final Action Date table:

  • China: 01/03/2017 (advanced from 22/09/2016 in May)
  • India: 01/05/2024 (advanced significantly from 01/05/2022 in May)
  • All other countries: Current

All three EB-5 Set-Aside categories, including Rural (20%), High Unemployment (10%), and Infrastructure (2%), remain Current for all countries in both the Final Action Date and Date for Filing tables.

Although the date for India has advanced significantly, the Department of State continues to warn of the possibility of EB-5 India retrogression before the 2026 fiscal year ends. According to the Bulletin, demand and visa usage from India are increasing, and retrogression or moving the category to Unavailable may be necessary to maintain visa issuance within fiscal year limits.

Further warnings from the Department of State

According to the Bulletin, in addition to EB-2 India and EB-5 India, the Department of State warns that the following categories may also retrogress or become Unavailable in the coming months:

  • EB-3 China and India
  • EB-4 Certain Religious Workers
  • EB-5 China

The Bulletin also provides a general warning that certain visa categories may become Unavailable before the fiscal year ends on 30/09/2026.

Policy context

According to the Visa Bulletin, the rate of immigrant visa issuance for citizens of certain countries has decreased due to various administrative actions by the administration to protect national security, public safety, and United States interests. The grounds cited by the Department of State include Presidential Proclamation 10949, Presidential Proclamation 10998, and the updated immigrant visa processing procedures for nationalities with high risks regarding public charge.

To maintain visa issuance under sections 201–203 of the Immigration and Nationality Act (INA), the Department of State stated that the Date for Filing and Final Action Date have been adjusted to utilize the remaining visa numbers in the 2026 fiscal year.

Implications for Vietnamese applicants

Vietnam belongs to the “Rest of World” (ROW) group in the Visa Bulletin – most employment and investment categories are Current for Vietnamese citizens. Specifically for the June 2026 Bulletin:

  • EB-1, EB-2, EB-3, EB-4, EB-5 Unreserved, EB-5 Set-Aside: All Current for Vietnam
  • Vietnamese applicants with a valid priority date may file for Form I-485 (adjustment of status) or continue consular processing without delay

Family-based categories (F1, F2A, F2B, F3, F4) apply the same dates for most countries, with no specific exceptions for Vietnam. According to forecasts from analytical sources, F2A may slow down following the strong 6-month advancement in the May 2026 Bulletin.

Notes on using the tables

According to the United States Citizenship and Immigration Services (USCIS) announcement in May 2026, for employment-based categories, applicants Form I-485 must use the Final Action Dates table – the Date for Filing table (Chart B) is no longer applicable for employment-based categories. This regulation continues to be in effect in the June 2026 Bulletin.

For family-based categories, USCIS typically decides each month whether to apply Final Action Dates or Date for Filing – applicants should check the USCIS website to confirm the applicable table for the filing month.
