The Nauru CBI offer is closing: the cheapest citizenship by investment route runs only to 30 June 2026

The Government of the Republic of Nauru is maintaining a US$25,000 reduction in the Treasury Fund contribution under the Nauru Economic and Climate Resilience Citizenship Program (ECRCP). Applicants filing before 30 June 2026 pay only US$90,000 for the main applicant, rather than the standard US$115,000 that applies from 1 July 2026. It is also the lowest contribution of any citizenship by investment (CBI) programme currently operating.

The US$90,000 offer and the 30 June 2026 deadline

According to the announcement on the official site ofNauru Program Office, the ECRCP main applicant contribution has been reduced to US$90,000 under a Limited Time Offer effective from 3 February 2026. The Government of the Republic of Nauru introduced the offer to mark the programme’s first year of operation, and it applies to any application in progress or newly filed before 30 June 2026.

The contribution goes to the Republic of Nauru Treasury Fund, which funds climate adaptation projects, infrastructure and economic diversification. According to the Nauru Program Office, the US$90,000 rate applies by date of filing, even where the contribution itself is paid later in the process.

The cost structure during the offer period

The cost structure applying until 30 June 2026 comprises a Treasury Fund contribution of US$90,000 for the main applicant, US$2,000 for each dependant aged 16 or over and US$15,000 for each sibling of the main applicant or spouse. On top of the contribution, applicants pay a processing fee of US$5,000 for the main applicant and US$2,000 for each eligible dependant.

Due diligence fees are a further US$6,000 for the main applicant, US$3,000 for each dependant aged 16 or over and US$3,000 for the sponsor. Bank and transaction fees range from US$1,200 to US$2,200 depending on the number of dependants, plus a passport issue fee of US$500 per person. The Nauru Program Office confirms total savings against the standard schedule of around 29% for a single applicant and 30% for a family of four.

The ECRCP programme and its climate adaptation aims

According to the official site ofNauru Program Office, the ECRCP was established under the Nauru Economic and Climate Resilience Citizenship Act 2024 and launched at the COP 29 United Nations Climate Change Conference held in Baku, Azerbaijan in November 2024. The programme is aimed at international investors interested in a second citizenship tied to climate resilience objectives in the South Pacific.

A small island state with a population of about 12,000 and an area of 21 km², Nauru uses the programme’s revenue to fund plans to relocate communities from coastal areas threatened by rising sea levels. According to the Nauru Program Office, priority uses of the funds include renewable energy infrastructure, seawater desalination technology, coral reef conservation and diversifying the economy away from its traditional dependence on the phosphate resources ofNauru.

The application process and processing times

ECRCP applications must be made through an Authorised Agent recognised by the Nauru Program Office. Applicants need not travel to Nauru at any point in the process. According to the Nauru Program Office, processing typically takes three to four months from the date a complete application is filed to approval of citizenship and issue of the passport.

The programme allows a spouse, dependent children, parents and siblings to be included in the same application. Applicants may hold dual citizenship and face no minimum stay requirement. Once the certificate of citizenship is issued, holders can use the Nauru passport for visa-free entry or electronic visas at a number of strategic destinations, including Hong Kong (SAR China), Singapore and the United Arab Emirates.

After 30 June 2026: back to the standard US$115,000

According to the Nauru Program Office, from 1 July 2026 the Treasury Fund contribution for the main applicant returns to the standard US$115,000. The US$25,000 reduction applies only to applications filed before 30 June 2026, even where the contribution is paid later in the process.

At US$90,000 during the offer period, the ECRCP is the citizenship by investment programme with the lowest contribution threshold currently available. By comparison, the five Eastern Caribbean CBI programmes (Antigua and Barbuda, Dominica, Grenada, Saint Kitts and Nevis, Saint Lucia) apply a minimum threshold of US$200,000 under the ECCIRA Agreement.
