Nauru has announced sweeping changes to its citizenship by investment programme on its first anniversary, cutting total costs by up to 30% and launching a limited-time offer (LTO) running until 30/06/2026, according to an email from the programme office.
The Nauru Economic and Climate Resilience Citizenship Programme (NECRCP) has restructured its pricing model with immediate effect.
Although the contribution amount rises by US$10,000 from the tiered system to a flat US$115,000, the programme has substantially reduced application and due diligence fees, pushing total costs down by double-digit percentages.
The anniversary LTO cuts a further US$25,000 from the contribution for applications received by the programme office before 30/06, bringing the basic donation amount down to US$90,000. Combined with the fee reductions, a single applicant saves 29% at the promotional price, while a family of four saves 30%.

Nauru has removed several previous restrictions limiting who could apply. Age limits for children and parents no longer exist, and financial dependency requirements for these family members have gone entirely. The programme now accepts married children and siblings, removing barriers that had excluded many applicants.
Chief Executive Edward Clark framed the changes as a response to global instability. Clark believes that “as tensions across the United States, Europe and the Middle East rise and our world moves closer to wider conflict, the Nauru Citizenship Programme offers a compelling solution to today’s growing global volatility.”
He described the programme as offering “a politically neutral alternative passport, along with visa-free travel rights to key international destinations, at a very accessible level of investment.”
For citizens “of countries facing increasing scrutiny or feeling less welcome abroad, an additional passport brings important flexibility, security, discretion and enhanced global mobility,” he noted.
Clark stressed that the changes reflect scheduled reviews rather than performance concerns. When officials launched the programme a year ago, they committed to regular reviews and have now made amendments that “give agents a product they are almost obliged to recommend.”
He said the programme had met its objectives and generated capital to address the country’s economic and climate challenges.
The data tells a more modest story. By 08/2025, nine months after launch, the programme had received only 20 applications, with another 20 in the agent pipeline, bringing the total of prospective citizens to 40. No recent statistics have been made public.
São Tomé and Príncipe’s programme puts those figures in context. That African island nation received 98 applications in its first 4.5 months, from 09/2025 to 01/2026.
Nauru’s value proposition was also affected by the loss of visa-free travel to the United Kingdom on 09/12/2025. The UK Home Office cited concerns about the citizenship programme in its decision, although Nauru disputes that characterisation and continues diplomatic efforts to have the privilege restored.
Clark stressed that the lower fees will not compromise screening. “Financial integrity and compliance obligations remain a fundamental pillar of our programme and a safeguard for Nauru’s reputation and security,” he emphasised.
The programme maintains its four-tier screening process, including mandatory interviews, law enforcement and background checks through internationally recognised due diligence providers.
Electronic filing provisions now exist in Nauruan law, and the programme office will shortly accept electronic signatures rather than requiring wet-ink signatures.
