Cyprus PR Category F is a permanent residence programme for non-EU nationals with stable passive income from abroad who do not need to work in the Republic of Cyprus. Unlike the fast-track programme under Regulation 6(2), which requires a 300,000 EUR investment, Category F does not require a specific minimum real estate investment, and the income threshold is only €9,568 a year for the main applicant. However, Category F applications can currently take 5–7 years to process because of backlogs at the receiving authority.
This article analyses in detail the requirements, documentation, costs and actual processing situation of Cyprus PR Category F, based on the latest rules and the audit report of the Auditor-General of the Republic of Cyprus published in February 2026.
The Cyprus PR Category F programme was established under Regulation 5 of the Aliens and Immigration Regulations and is one of the oldest permanent residence routes in the Republic of Cyprus for non-EU nationals. The core feature of Category F is that it is based on the applicant’s financial self-sufficiency rather than direct investment in the economy of the Republic of Cyprus.
Cyprus PR Category F is designed for 4 main groups:
An important feature: Category F applicants may not work in the Republic of Cyprus, but they can be shareholders and directors of a Cypriot company and receive dividends and director’s pay in accordance with the rules.
| Criterion | Category F | Category 6.2 |
|---|---|---|
| Legal basis | Regulation 5 | Regulation 6(2) |
| Minimum income | €9,568 a year | €50,000 a year |
| Required investment | No minimum threshold | €300,000 |
| Application fee | €500 per family | €30 per person |
| Current processing time | 5–7 years | 2–6 months |
| Suits | Retirees, passive income | Investors with large capital |
The 5–7 year processing time is the most important difference when weighing the two programmes. For Vietnamese applicants with less than 200,000 EUR of capital, Category F may still be the only option if they are prepared to wait.

Income is the core requirement of Cyprus PR Category F. Applicants must prove a stable income from abroad meeting the minimum threshold for their family structure.
| Member | Minimum income per year |
|---|---|
| Main applicant | €9,568 |
| Each dependant | +€4,613 |
Illustrative example: a family of a couple and 2 minor children must prove a minimum income of €9,568 + €4,613 × 3 = €23,407 a year.
The €9,568 a year figure is the legal minimum but is NOT enough to live on in practice in the Republic of Cyprus. Average living costs in Limassol for a family of 4 range from €30,000 to €50,000 a year, excluding housing.
In practice, immigration lawyers in the Republic of Cyprus usually recommend that the main applicant proves income of €25,000–30,000 a year to improve the approval rate and ensure a realistic standard of living. The Migration Department has the discretion to assess whether income is “sufficient” based on family structure and the expected lifestyle.
The Migration Department accepts the following passive income sources for Cyprus PR Category F:
Sources NOT accepted:
Income documentation for Cyprus PR Category F requires greater consistency than for Category 6.2, because the reviewing authority has longer to check it:
The report of the Auditor-General of the Republic of Cyprus published in February 2026 noted that the Migration Department has become stricter in detecting fake employment contracts. If the income source is linked to a Cypriot company, the application will be scrutinised especially closely.
Cyprus PR Category F does not require buying property above a specific minimum threshold, but it does have accommodation and short-term financial requirements in the Republic of Cyprus.
Applicants have 2 options to meet the accommodation requirement:
Option 1: Buying property
Option 2: A long-term rental
In practice, Category F applications relying entirely on a lease have a lower approval rate than applications with property ownership. Leptos Estates has noted a trend of the Migration Department favouring applications with a long-term asset commitment in the Republic of Cyprus.
Cyprus PR Category F applicants must:
This requirement is intended to ensure that applicants can support a real life in the Republic of Cyprus without working. The banking system of the Republic of Cyprus has applied strict KYC and AML procedures since the 2013 financial crisis, so Vietnamese investors need to prepare their source-of-funds documentation carefully when opening an account.
Besides income, Cyprus PR Category F applicants must meet the character requirements under Regulation 5:
The Vietnamese criminal record certificate must be consularly legalised (Hague Apostille) in the Republic of Cyprus and translated into English or Greek by a recognised translation provider. The criminal record certificate is valid for 6 months from the date of issue.
A Cyprus PR Category F application can include the following family members:
Important note: a child’s PR card automatically expires when the child turns 18. The child must then file a separate application under the applicable conditions.
Parents and parents-in-law can NOT be included in Category F applications since the 2023 reform, as with Category 6.2.
This is the most important part to consider for Cyprus PR Category F, because there is a big gap between the official and actual processing times.
The Cyprus PR Category F application process includes the following steps:
Step 1: Preparing personal and financial documents (4–8 weeks)
Step 2: Submitting the application to the Migration Department (1 day)
Step 3: Obtaining a Pink Slip (Temporary Residence Permit)
Step 4: The authority reviews the application
Step 5: Approval and collecting the PR card
The Auditor-General’s report published in February 2026 showed that the Migration Department faces serious backlogs across all types of immigration applications, with Category F the hardest hit.
The specific situation as of 04/2026:
This creates major challenges for Category F applicants because:
1. Income documents may expire during the wait
2. Family structure may change (children turning 18, divorce)
3. The Pink Slip must be renewed every year throughout the wait
4. The actual cost of living in the Republic of Cyprus adds up significantly
For Vietnamese applicants interested in Cyprus PR Category F, there are several coping strategies:
The cost of Cyprus PR Category F is significantly lower than Category 6.2, but there are still many additional costs.
| Item | Cost | Notes |
|---|---|---|
| Government application fee | €500 | For the whole family |
| Initial Pink Slip fee | €70 per person | Required during the waiting period |
| Annual Pink Slip renewal fee | €70 per person | Repeated every year |
| Bank account deposit | €15,000-20,000 | Balance to be maintained |
| Lease (12 months) | €12,000-24,000 | Depends on the area |
| Legal fees | €3,000-7,000 | Depends on the lawyer |
| Translation and legalisation fees | €500-1,500 | For the family |
| Family health insurance | €1,000–3,000 a year | Must be maintained |
| Total first-year cost (excluding property) | €32,000-57,000 | For a family of 4 |
Note that costs during the 5–7 year wait can reach €100,000–200,000 if the applicant lives continuously in the Republic of Cyprus, including rent, living costs and annual Pink Slip renewals.
Despite the long processing time, Cyprus PR Category F provides the same full benefits as Category 6.2 once approved.
An important limitation: Cyprus PR does not grant freedom of movement within the Schengen Area because the Republic of Cyprus has not yet joined. However, PR holders can enter Bulgaria and Romania without a visa. The Republic of Cyprus is negotiating Schengen accession with the aim of completing it in 2026.
Under the Civil Registry Law as amended at the end of 2023, Category F PR holders can apply for citizenship of the Republic of Cyprus if they meet the following conditions:
On acquiring citizenship, citizens of the Republic of Cyprus enjoy the full rights of EU citizens, including the freedom to work, do business and live in the 27 EU countries.
One of the big advantages of Cyprus PR Category F is the opportunity to become a tax resident of the Republic of Cyprus, with its attractive tax incentives.
There are 2 ways to become a tax resident of the Republic of Cyprus:
Method 1: The 183-day rule
Method 2: The 60-day rule
As tax residents of the Republic of Cyprus, Category F PR holders enjoy the following incentives:
These incentives suit Vietnamese people with large passive incomes from dividends, interest and share sales, who could save 20–40% in tax compared with high-tax markets.
For Vietnamese applicants considering Cyprus PR Category F, comparing it with the alternative programmes helps them make the right decision.
Cyprus PR Category F suits:
Category 6.2 suits:
The Greek Golden VisaZone B at €400,000 is also an alternative worth considering:
However, the Greek Golden Visa requires a minimum real estate investment of €250,000–€800,000 depending on the area, much higher than Category F.
The Republic of Cyprus offers a Digital Nomad Visa with the following conditions:
The Digital Nomad Visa is better suited to remote workers who want to experience the Republic of Cyprus before committing to long-term PR.
Cyprus PR Category F is a permanent residence programme for non-EU nationals with a stable passive income from €9,568 a year who do not need to work in the Republic of Cyprus. Although it does not require a specific minimum real estate investment, the Cyprus PR Category F programme currently faces serious backlogs at the Migration Department, leading to processing times of 5–7 years.
For Vietnamese applicants with the financial means, the choice between Category F and Category 6.2 depends on priorities: Category F suits retirees or people with stable passive income who are not ready to invest 300,000 EUR; Category 6.2 suits investors who need a PR card quickly, within 6 months. While waiting for Category F approval, applicants can maintain residence through a Pink Slip (Temporary Residence Permit) valid for 1 year and renewed annually.
The prospect of the Republic of Cyprus joining the Schengen Area in 2026 and the path to EU citizenship after 8 years of residence are two strategic factors that increase the long-term value ofCyprus residency by investmentthrough both PR Category F and the Category 6.2 fast track. The Republic ofCyprusremains an EU permanent residence destination worth considering, with a favourable tax system and a Mediterranean lifestyle.
