NLPNP Skilled Worker

The NLPNP Skilled Worker Stream of theNewfoundland and Labrador Provincial Nominee Program (NLPNP)is for foreign workers with specialist skills who can help employers in Newfoundland and Labrador address labour shortages.

This stream helps the province attract and retain foreign talent while meeting its demographic and economic needs. Foreign nationals with an active federalExpress Entryprofile may apply to theNLPNP Express Entry – Skilled Worker Streamif they have a valid job offer in the province and meet all the other eligibility requirements.

Minimum requirements

To be eligible under the NLPNP Newfoundland and Labrador Skilled Worker Stream, a candidate must:

• Have full-time employment or a job offer from aneligible employer in Newfoundland and Labradorfor at least 2 years (with the possibility of extension)
  • Income must take the form of a salary and benefits package meeting provincial labour standards and the prevailing wage. Contract or temporary positions (short-term positions lasting less than 12 months with little or no possibility of extension) are not eligible for the NLPNP
• Hold all the qualifications, training, skills or certifications required for the job
• Hold a valid work permit with at least 4 months remaining at the time of application, or be eligible to apply for one
• Have the experience needed to perform the work, including certification where required;
• Demonstrate the intention and ability to settle in the province
• Demonstrate sufficient financial resources and settlement funds to establish themselves in Newfoundland and Labrador
• Provide valid evidence of English or French proficiency. Language proficiency can only be verified by one of the following testing organisations:
  • IELTSfor English
  • CELPIPfor English
  • TEFfor French.
  • Foreign workers in occupations classified underNational Occupational Classification (NOC)2011 at levels C and D must provide test results demonstrating their English or French proficiency, and must meet the language scores required for the test they have taken, based on the following criteria:
    • IELTS General Training: Listening: 4.5 – Reading: 3.5 – Writing: 4 – Speaking: 4
    • CELPIP General: Listening: 4 – Reading: 4 – Writing: 4 – Speaking: 4
    • TEF: Listening comprehension: 145 – Reading comprehension: 121 – Written expression: 181 – Oral expression: 181

Minimum requirements for the employer

The employer must be able to demonstrate a need for the candidate’s particular skill set and must meet the employer criteria set by the NLPNP.

Who is not eligible for the Skilled Worker Stream

Candidates should not apply if they:

• Hold aPost-Graduation Work Permit (PGWP), in which case they must apply under the NLPNP International Graduate Stream
• Are a failed asylum seeker or an asylum seeker living in Newfoundland and Labrador
• Have a criminal record (or have a dependent family member over 22 — whether or not they are accompanying them — with a criminal record)
• Have an unresolved custody dispute or support obligation
• Deliberately provide false information in the application
• The employer deliberately provides false information about themselves or the candidate concerning their role, or the candidate’s role, in the business.
