BC PNP results #8 – 2025

This week, the British Columbia Provincial Nominee Program (BC PNP) issued further Invitations to Apply (ITAs) for provincial nomination.

Provincial immigration candidates were targeted through 2 immigration categories.

Draw results

On 2 October, the British Columbia Provincial Nominee Program (BC PNP) held draws through the following provincial immigration categories:

• Skills Immigration
• Entrepreneur Immigration

A total of 485 invitations were issued across the 2 streams.

So far in 2025, the BC PNP has issued 568 invitations through the Skills Immigration category and no more than 86 invitations through the Entrepreneur Immigration category.

Skills Immigration draw

Before this draw, British Columbia had not held a draw inviting skilled workers through the Skills Immigration category since 8 May 2025.

In the Skills Immigration draw of 2 October, candidates were invited if they met 1 of 2 eligibility criteria:

• Criterion 1: A minimum wage of $90 CAD an hour or $175,000 CAD a year, with a job offer in NOC TEER 0, 1, 2 or 3.
• Criterion 2: A minimum score of 140 points, based on the BC PNP candidate scoring system.

British Columbia invited 474 skilled workers through the Skills Immigration draw on the basis of these two criteria.

According to the official BC PNP website, future Skills Immigration draws may be determined by factors such as:

• Education
• Occupational certification in BC
• Language proficiency
• Occupation
• Work experience
• The wage or skill level of the job offer
• An intention to live, work and settle in a specific region of BC
• Strategic priorities, particularly factors that meet specific labour market needs in BC or support government pilots and initiatives.

Under Canada’s National Occupational Classification (NOC), jobs are ranked across 6 levels (0 to 5) based on Training, Education, Experience and Responsibilities (TEER), from the highest (TEER 0) to the lowest (TEER 5).

Entrepreneur Immigration draw

Alongside the Skills Immigration draw, the province held its seventh Entrepreneur Immigration draw through the BC PNP Base Stream, continuing its efforts to attract entrepreneurs.

A total of 11 entrepreneurs received an ITA for provincial nomination.

To be eligible for the Base Stream, candidates need a minimum registration score of 115, in addition to meeting the stream’s other requirements. All the entrepreneur candidates invited exceeded this basic eligibility score.

The other eligibility criteria candidates must meet to qualify for the Entrepreneur Immigration Base Stream include:

• Personal net worth (at least $600,000 CAD)
• Business experience (within the past 10 years: 3 years as a business owner, or 4 years as a senior manager, or 1 year as a business owner combined with 2 years as a senior manager)
• The ability to invest in the business (at least 200,000 CAD)
• Language proficiency (a Canadian Language Benchmark (CLB) level of 4)
• Education (a post-secondary qualification)
• Business ownership (at least one third, or 100% if using an educational qualification in place of business experience)
• The ability to establish a new business or take over and grow an existing one
• Job creation (creating at least one full-time job for a Canadian citizen or permanent resident)

Those who do not meet the business experience requirement may substitute it by submitting evidence of an eligible educational qualification for consideration.
