Primary education and the PSLE

Compulsory education in Singapore begins at primary level and lasts 6 years. Students usually start school at age 7. The primary curriculum focuses on four core subjects: English, mother tongue, mathematics and science, combined with arts, physical education and civics.

The first four years (Primary 1-4) are the foundation stage, while the final two years (Primary 5-6) are the orientation stage. In the orientation stage, students may be grouped by level in certain subjects (subject-based banding) rather than rigid streaming, helping to make the most of individual abilities.

At the end of Primary 6, students sit the Primary School Leaving Examination (PSLE). The exam assesses students in the four core subjects and is the basis for placement into secondary school. Since 2021, PSLE scoring has been reformed to Achievement Levels from 1 to 8 instead of the aggregate T-score, to reduce competitive pressure and encourage holistic development.

Secondary education and national examinations

After the PSLE, students move into secondary school with three main pathways: Express, Normal Academic (NA) and Normal Technical (NT). The Express course lasts 4 years and leads to the Singapore-Cambridge GCE O-Level examination. The Normal Academic course lasts 4 or 5 years, leading to the GCE N(A)-Level and then the O-Level. The Normal Technical course focuses on practical skills.

Since 2024, Singapore has been transitioning to a secondary education system based fully on full subject-based banding (Full SBB), gradually replacing the three traditional pathways. Under the new model, students take subjects at different levels (G1, G2, G3) according to their ability in each subject, rather than being confined to a fixed pathway.

The GCE O-Level examination, run together with the University of Cambridge, is an internationally recognised secondary school qualification. It is an important gateway for students to continue to Junior College, Polytechnic or the Institute of Technical Education depending on their aspirations and results.

Singapore also has Specialised Schools such as NUS High School of Mathematics and Science, Singapore Sports School and the School of the Arts for students with special talents. These schools offer integrated 6-year programmes and often have their own pathways to university without taking the A-Level.

Junior College, Polytechnic and the Institute of Technical Education

After the O-Level, students have three main options for post-secondary education. Junior College (JC) is the traditional pathway to university, lasting 2 years and ending with the Singapore-Cambridge GCE A-Level examination. It is a pre-university qualification recognised by most of the world’s leading universities.

Polytechnic is a 3-year professional education pathway offering applied programmes in engineering, business, design and health sciences. Singapore has 5 public polytechnics: Singapore Polytechnic, Ngee Ann Polytechnic, Temasek Polytechnic, Nanyang Polytechnic and Republic Polytechnic. Polytechnic graduates can go straight into work or continue on to university.

The Institute of Technical Education (ITE) is a hands-on vocational training pathway for students who want to enter the job market quickly. ITE offers Nitec and Higher Nitec certificates in many fields, from mechanical and electronic engineering to healthcare and services. Outstanding ITE students also have the opportunity to progress to polytechnic or university.

In the QS 2025 rankings, NUS is ranked 8th in the world and NTU 15th. Both universities offer many internationally accredited programmes and are particularly strong in engineering, information technology, business, medicine and life sciences. Many NUS and NTU professors are world-leading scientists in their fields.

Singapore Management University (SMU) focuses on business, economics, accounting and law, using an American-style interactive teaching approach. Other universities include the Singapore University of Technology and Design (SUTD), in collaboration with MIT, the Singapore Institute of Technology (SIT) and the Singapore University of Social Sciences (SUSS), which specialises in applied social sciences.

Besides public universities, the island nation also hosts campuses of many prestigious international universities. To obtain a Student Pass, students need an offer of admission from a university or education programme, then apply through Singapore’s Immigration and Checkpoints Authority (ICA). The process usually takes 2 to 4 weeks. Tuition ranges from SGD 30,000 to 50,000 per year for undergraduate study at public universities, and is higher at private and international institutions.

Vietnamese students can take advantage of scholarship programmes offered by the Singapore government and universities. The ASEAN Scholarship, the Tuition Grant Scheme and individual university scholarship funds provide significant financial support. Notably, students who receive the Tuition Grant commit to working for Singapore-registered companies for 3 years after graduation.

The Employment Pass for professionals and the S Pass for mid-skilled workers are the two common work passes.
