YNP Skilled Worker

Under the YNP Skilled Worker stream, Yukon employers can nominate foreign nationals working in skilled occupations for Canadian permanent residence.

Requirements for YNP Skilled Worker candidates

Individuals must meet the following requirements:

• Hold the education and work experience required for the job under the criteria set out in theNational Occupational Classification (NOC);
  • Note: the minimum level of education accepted is a secondary school diploma.
• Demonstrate at least one year of work experience relevant to the position to be filled. This work experience may have been gained outside Yukon;
• If in Canada at the time of application, hold a valid Work Permit throughout the YNP application and assessment process; and
• If in Canada on a Study Permit, provide evidence of:
  • One year of study for a certificate programme,
  • Two years of study for a diploma or bachelor’s programme, or
  • Completion of at least level eight of the English as a Second Language (ESL) programme for ESL students at Yukon College.

Requirements for YNP Skilled Worker employers

Employers must meet the following requirements:

• Be a Canadian citizen or permanent resident;
• Be registered and operating a business in Yukon for at least one year, or be a recognised government body in Yukon;
• Meet the territory’s minimum employment standards;
• Provide a copy of their business licence and be registered in the Yukon corporate registry;
• Provide the nominee, free of charge, with health insurance offering cover comparable to that received by a Yukon resident until the nominee becomes eligible for government health benefits;
• Make a job offer at a wage equal to or above the prevailing average wage for the occupation in Yukon;
• Pay the nominee’s travel costs to Yukon from their country of residence abroad, if the person is not already in Yukon;
  • The employer is not required to pay the travel costs of the nominee’s family or dependants.
• Pay return travel costs if the nominee does not obtain permanent residence;
• Arrange a verification interview with a Government of Yukon immigration officer if the foreign national is already in Yukon;
• Both the foreign national and the employer must attend the interview.
• Verify the foreign worker’s work experience and qualifications before applying;
• Submit the job offer information and pay the CA$230 compliance fee through the IRCC Employer Portal before the foreign national applies for an employer-specific Work Permit if the foreign national is exempt from theLabour Market Impact Assessment (LMIA);
• Advertise the vacancy for at least 4 weeks before applying to the YNP.
  • Advertising must be maintained in order to seek eligible Canadian citizens and permanent residents actively until the date the YNP makes its decision.
  • A minimum of two local recruitment efforts and one national recruitment effort is required.

YNP Skilled Worker language requirements

All foreign nationals must demonstrate sufficient proficiency in English or French by providing results from a language test administered by a designated testing body, includingIELTS General TrainingandCELPIPGeneral for English orTEFfor French.

Foreign nationals seeking employment in occupations at NOC skill level 0 or A must achieve the following minimum scores in each language category (Reading, Writing, Listening, Speaking):

• Canadian English Language Proficiency Index Program (CELPIP):
  • 4L for tests taken before 1 April 2014 in each of the four skills
  • 7 for tests taken after 1 April 2014 in each of the four skills
• International English Language Testing System (IELTS) score: 6 in each of the four skills
• Test d’Évaluation de Français (TEF): 4 in each of the four skills

Foreign nationals seeking employment in occupations at NOC skill level B must achieve the following minimum scores in each language category (Reading, Writing, Listening, Speaking):

• Canadian English Language Proficiency Index Program (CELPIP):
  • 3L for tests taken before 1 April 2014 in each of the four skills
  • 5 for tests taken after 1 April 2014 in each of the four skills
• International English Language Testing System (IELTS) score: 5 in each of the four skills
• Test d’Évaluation de Français (TEF): 3 in each of the four skills
