The Grenada citizenship by investment programme has seen marked growth in 2025, with the latest figures showing a major surge in applications, outrunning processing volumes and reflecting growing investor confidence.
As geopolitical tensions rise and many countries tighten programmes perceived as national security risks, Grenada’s success in 2025 demonstrates that it remains one of the most reliable Plan B citizenships for international investors.
Official figures from the Grenada Ministry of Finance show that applications for Grenada citizenship by investment rose 122% quarter-on-quarter in the third quarter of 2025. This is one of the strongest periods of demand the programme has seen since 2024.
Although a Investment Migration Agency (IMA) Grenada processed 85 applications from July to September; interestingly, the third quarter was the first time since early 2024 that more CBI applications were submitted than approved.
Another point to note is that the figures show September as the standout month of the year. This was largely driven by renewed investor interest, coupled with a brief pause in processing activity in August.

Despite the increase in applications, the Investment Migration Agency Grenada, which took over as the new Grenada Citizenship by Investment Unit in March 2024, has improved operational efficiency. In the first nine months of 2025, the country processed 55 more applications than it received, steadily reducing its pending backlog.
Although final figures for the fourth quarter have not yet been released, Grenada is expected to close 2025 with around 455 applications, putting the year 8% higher than 2024 in terms of applications received.
The average application reflects the typical family structure for Grenada immigration. An average of three applicants per application in 2025 ultimately followed the usual pattern and aligned with long-term expectations.
One of the biggest changes in Grenada for 2025 is a greater emphasis on compliance measures and oversight to preserve the long-term value of the Grenada passport.
The rejection rate reached 14% in the third quarter of 2025, almost double the average of around 8% seen in previous years. This is not entirely unexpected, as it is a clear sign of greater transparency, stricter due diligence, and a more comprehensive Caribbean citizenship interview process since Caribbean nations activated the Memorandum of Understanding in late June 2024.

Countries offering visa-free access with a Grenada passport grant approved applicants access to key global markets such as China, Russia, Saudi Arabia, and EU nations. In addition, new citizens are eligible to apply for the Grenada-US E-2 Visa, which provides US residency for qualifying investors.
For reputable applicants, increased oversight is not a drawback — it is a sign of long-term sustainability and international recognition.

Grenada CBI statistics for 2025 indicate more than just higher demand — the programme delivered unprecedented financial returns. Despite an 8% decline in Q3 revenue to 83,000,000 East Caribbean dollars (EC), average revenue per approved application reached a historic record of US$342,000 in 2025, nearly 25% higher than in 2024. Revenue at the end of Q3 reached 298,000,000 EC, surpassing the programme’s previous pre-2022 high of 282,000,000 EC.
From 2020 to date, the Grenada real estate route has consistently been the top choice to qualify for citizenship by investment.
