Saskatchewan's Expression of Interest (EOI) system

Skilled worker applicants seeking to immigrate to Saskatchewan through the Occupation In-Demand and Express Entry sub-categories of the Saskatchewan Immigrant Nominee Program (SINP) are required to submit an Expression of Interest (EOI) profile demonstrating their skills and eligibility.

Overview of the Saskatchewan EOI

The first step in applying to theSaskatchewan Express Entryand Occupation In-Demand sub-categories is to submit an Expression of Interest (EOI) profile through the SINP’s online application system, OASIS.

Submitting an Expression of Interest (EOI) to the SINP acts as a ‘pre-application’ establishing an individual’s eligibility for these International Skilled Worker sub-categories. Eligible candidates who score at least 60 points on the SINP’s Expression of Interest (EOI) points grid are entered into the SINP International Skilled Worker Expression of Interest pool and ranked according to their Expression of Interest score.

Candidates selected from the SINP International Skilled Worker Expression of Interest (EOI) pool receive an Invitation to Apply for a provincial nomination through one of the SINP’s Express Entry or Occupation In-Demand sub-categories.

How to apply

1. Create an OASIS account by registering as an applicant or as an immigration consultant.
2. Provide basic information, including name, date of birth, home country and email address.
3. Answer questions to determine eligibility and sub-category (In-Demand or Express Entry).
4. Declare immigration consultant details (if applicable).
5. Complete the EOI profile to obtain an EOI score (out of 100) based on the SINP points grid.
6. Review and submit the completed Expression of Interest (EOI).

The SINP urges candidates in the EOI pool to keep their profiles updated with new information that may raise their EOI score and their chances of receiving an Invitation to Apply from Saskatchewan. Such information includes improved language test results and/or evidence of additional work experience.

Expression of Interest (EOI) candidates must have their foreign education assessed by obtaining anEducational Credential Assessment (ECA)report from a designated organisation. The ECA report is a required document for obtaining an Invitation to Apply for one of the Saskatchewan Occupation In-Demand or Saskatchewan Express Entry sub-categories.

How the system works

An Expression of Interest (EOI) profile is valid for one year from the date of submission, and candidates may have only one active Expression of Interest (EOI) profile at any given time.

Candidates in the SINP Expression of Interest (EOI) pool are ranked according to their assigned Expression of Interest (EOI) score. The highest-ranked candidates are invited to submit a complete SINP application for a provincial nomination certificate.

Invitations to Apply are issued by the SINP in draws from the Expression of Interest (EOI) pool, which are held at least once a month.

How candidates are ranked

In ranking candidates in the Expression of Interest (EOI) pool, the SINP states that it takes the following steps:

1. Identify the Expression of Interest (EOI) candidates with the highest scores.
2. When choosing between candidates with equal scores, the SINP gives priority to those with a provincial connection. This includes candidates awarded points for having a close relative in Saskatchewan, previous work experience in Saskatchewan and/or previous study experience in Saskatchewan.
3. The province then gives priority to candidates with the most declared years of work experience and the highest language scores obtained.

Candidates who receive an Invitation to Apply from the SINP have 60 days to submit a complete online application to the SINP and to provide all the documents required to support the information declared in their Expression of Interest (EOI) profile.

After obtaining an Invitation to Apply for one of the Saskatchewan Occupation In-Demand or Saskatchewan Express Entry sub-categories, applicants are expected to pay a non-refundable application fee.

SINP International Skilled Worker sub-category – Saskatchewan Express Entry

This sub-category allows the province to nominate individuals already in the federal Express Entry pool who meet its education, skilled work experience, language ability and other requirements to settle in the province and take part in the Saskatchewan labour market and community.

Express Entry candidates who are successfully nominated by the SINP receive an additional 600 points towards theirComprehensive Ranking System (CRS)score.

SINP International Skilled Worker sub-category – Occupation In-Demand

This sub-category is for skilled workers without a job offer who have work experience in an occupation that is in demand in Saskatchewan. Candidates in this sub-category who are subsequently nominated by the SINP are issued a provincial nomination certificate by the Government of Saskatchewan.
