The global millionaires' migration race
Ever-changing times have heated up the competition among countries to attract globally mobile millionaire investors.

On 21 March 2026, on the occasion of Mother’s Day in the United Arab Emirates (UAE), Dubai Crown Prince Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum — who is also the UAE Deputy Prime Minister and Minister of Defence — officially instructed the Community Development Authority (CDA) in Dubai to replace the title “housewife” with “Generation Shaper” on all official documents, including Emirates ID cards.

On his official X (Twitter) account, Sheikh Hamdan shared a message honouring mothers: mothers are a child’s first school, where they learn about attachment, responsibility and the values that shape a strong nation. He affirmed that changing the title is recognition of “a role that no words or titles can fully capture”.
The Crown Prince emphasised: “To all mothers… Thank you. You are the foundation of all goodness. Happy Mother’s Day.”
Sheikha Fatima bint Mubarak — known as the “Mother of the Nation” — also spoke out in support, describing the mother’s role as the “foundation of stability” and the bedrock for building peace within every family.

This decision is not merely a linguistic change. According to observers, the word “housewife” merely describes where a woman is present (at home), whereas “Generation Shaper” describes the actual work they are doing — shaping values, building communities and raising the next generation of leaders. This is seen as a shift from a passive definition to active recognition of the mother’s contribution to society.
The change is part of Dubai Social Agenda 33 — a social development strategy aiming to make Dubai a global centre for family stability and community development. Sheikh Hamdan previously stated that there cannot be a highly efficient economy without highly efficient citizens — and these citizens are shaped within the family.
This decision is simultaneously tied to the UAE declaring 2026 as the “Year of the Family” — a national policy programme aimed at strengthening family structures and social cohesion. Within this framework, mothers are recognised not only as caregivers but also as primary educators and transmitters of social values.
This is not the first time the UAE has used language as a tool to shift social perceptions. In 2017, Dubai Ruler Sheikh Mohammed bin Rashid Al Maktoum instructed the replacement of the phrase “people with special needs” with “People of Determination” — emphasising capability instead of limitation. This approach reflects the UAE’s perspective of viewing language as a prerequisite for policy change.
The announcement received widespread support on social media and international media outlets — from Gulf Today, Gulf Business, and Adgully to specialised women and family news sites. Many praised this as a pioneering step in redefining the role of women in modern Arab society, as well as a strong cultural statement of appreciation for unpaid care work that has long been undervalued in economic measurements.
In Abu Dhabi, Mansoor Al Mansoori — Chairman of the Department of Health — also spoke out to emphasise the impact of mothers on family health and well-being, showing that this initiative enjoys broad support from UAE senior leadership.
Per the Crown Prince’s instruction, the title “Generation Shaper” will appear on all official documents issued by the CDA, including Emirates ID cards — a mandatory card for all UAE residents, from citizens to foreigners holding residence permits. The new title will also be integrated into social programmes and public discourse, changing how society views the role of mothers.
This decision takes effect immediately per instructions from the CDA, and is expected to be widely applied across Dubai’s administrative system in the near future.
Dubai’s replacement of “housewife” with “Generation Shaper” is a prime example of how the UAE uses language as a governance tool to shape social perception. This initiative is not only a symbolic gesture on Mother’s Day, but also reflects the long-term strategy of the UAE — particularly Dubai — in elevating the standing of the family and the role of women in nation-building.
