The Yukon Community Pilot (YCP)

The Yukon Community Pilot (YCP) is aimed at prospective immigrants who have received a nomination from Yukon and have a valid job offer from a participating community.

Under this pilot, foreign workers may be issued an Open Work Permit under the International Mobility Program (IMP) where they receive a job offer in one of the participating communities in Yukon.

Requirement

Individuals meeting the following eligibility requirements may apply for a community-basedWork Permitthrough the Yukon Community Pilot (YCP). The programme sits within theYukon Nominee Program (YNP).

• The communities taking part in the Yukon Community Pilot (YCP):
  • Carcross
  • Carmacks
  • Dawson City
  • Haines Junction
  • Watson Lake
• Hold 2 to 3 job offers from up to 3 employers in one community, with total working hours reaching 1,560 hours in 1 year (equivalent to annual full-time work).
• All of each foreign worker’s job offers must be within the same community, but may be from the same or different employers.
• Each job offer must reflect work under a singleNational Occupational Classification (NOC).

The YCP application and nomination process

The candidate may apply only for a 2-yearOpen Work Permit(restricted by location under exemptionLabour Market Impact Assessment (LMIA)) through the online form.
The candidate must submit the following documents with the application:

• A copy of the Nomination Letter from Yukon confirming that they have been nominated for permanent residence.
• A statement from Yukon setting out that the nominated individual is urgently needed in the community by the employer making the job offer.
• A document listing the names of the employers, the job offers relating to each employer, the location and the number of working hours for each job or position. This document must also state that the job offers will generate economic benefit and that the wages and working conditions are sufficient to attract and retain Canadian citizens.

The open workpermitis issued with a mandatory condition restricting the location to the participating community and is valid for 2 years from the date of decision or the date of entry into Canada, or until the travel document expires, whichever comes first.

Where the processing of the permanent residence application takes longer than two years and the work permit is about to expire, the candidate may be permitted to apply for an extension.

An open work permit for the spouse

A location-restricted open work permit may be issued to a spouse or common-law partner where the principal candidate is working in at least one position at skill type 0 or skill level A or B under theNational Occupational Classification (NOC).

The work permit issued to the spouse or common-law partner must include a location restriction to the same community in which the principal candidate is working.

The validity of the Open Work Permit is the same as that of the principal candidate (a maximum of 2 years or until the passport or travel document expires, whichever comes first).
