SINP Saskatchewan Experience

This Saskatchewan Experience category of theSaskatchewan Immigrant Nominee Program (SINP)offers foreign workers already working and living in the province the opportunity to immigrate permanently to Saskatchewan.

Candidates must be working in Canada on a valid Work Permit and must have a genuine intention to establish themselves economically in Saskatchewan. There are 6 sub-categories within this provincial nominee category.

Skilled workers with an existing Work Permit

This sub-category targets skilled workers in Saskatchewan who have worked in the province on a validWork Permitfor at least 6 months and have received a permanent job offer for that position. The job offer must be approved by the SINP before a candidate can apply, otherwise the application will be refused outright.

To have the position assessed, the Saskatchewan employer must register on the SINP Employer website. Once the position is approved, the employer receives aJob Approval Letter, a copy of which must be submitted with the candidate’s application to the SINP.

Minimum eligibility requirements

To be eligible under the Saskatchewan Experience – Existing Work Permit sub-category, candidates must:

• Hold a valid Work Permit issued byImmigration, Refugees and Citizenship Canada (IRCC);
• Hold a full-time, permanent job offer from a Saskatchewan employer in an occupation atNational Occupational Classification (NOC)level 0, A or B, OR in a designated occupation;
• Have worked for at least 6 months for the employer making the permanent job offer, on a valid Work Permit issued by IRCC;
  • The job offer must be for the same position the candidate has held over the past 6 months.
• Have a minimum language score ofCanadian Language Benchmark (CLB)4 if the job offer is in a NOC C occupation (a designated occupation);
  • The language test must be from a designated testing body and must have been taken within two years of the date of application.
• Hold a valid SINP Job Approval Letter;
• Have evidence of eligibility for a Saskatchewan licence if the occupation is regulated in Saskatchewan and requires mandatory certification or licensing.

Semi-skilled agricultural workers with an existing Work Permit

This sub-category is for semi-skilled workers who have worked for more than 6 months on a valid Work Permit for the employer making the job offer, or who have previously worked in Saskatchewan for at least 6 months and hold a full-time, permanent job offer from a Saskatchewan employer.

Minimum requirements

To be eligible as a semi-skilled worker under the Semi-Skilled Agricultural Worker with Existing Work Permit sub-category, candidates must:

• Hold a full-time, permanent job offer from a Saskatchewan employer. The job must be in one of the following National Occupational Classification (NOC) occupations:
  • General farm workers (NOC 8431)
  • Nursery and greenhouse workers (NOC 8432)
• Hold a valid SINP Job Approval Letter.
• Have worked for more than 6 months for the employer making the job offer, on a valid Work Permit. The job offer must be for the same occupation they have held over the past 6 months.
• The SINP made changes to the criteria between 2019 and 2021 for certain semi-skilled occupations. If a candidate is not currently working in Saskatchewan, they may apply if they have evidence that they previously worked in Saskatchewan for at least 6 months.
  • The Work Permit must fall under:
  • The Seasonal Agricultural Worker Program.
  • International Experience Canada.
  • The Temporary Foreign Worker Program.
• Have completed a qualification equivalent to Canadian secondary school (high school) or higher, with an Educational Credential Assessment.
• Have a minimum language score of Canadian Language Benchmark (CLB) 4 if the job offer is in a NOC ‘C’ occupation.

Health professionals

This sub-category offers skilled workers the opportunity to apply for permanent residence in Saskatchewan if they have worked full time in the province on a temporary Work Permit as a physician, nurse or other health professional for at least 6 months and have received a job offer for that position.

The job offer must be approved by the SINP before a candidate can apply, otherwise the application will be refused outright. To have the position assessed, the Saskatchewan employer must register on the SINP Employer website.

Once the position is approved, the employer receives a Job Approval Letter, a copy of which must be submitted with the candidate’s application to the SINP.

Minimum requirements for physicians

To be eligible as a physician under the health professionals sub-category, candidates must:

• Hold a valid Work Permit issued by IRCC;
• Have practised as a physician in Saskatchewan for at least 6 months;
• Hold a full-time, permanent job offer:
  • Issued by the provincial health authority or the medical education institution where they are working;
  • Verified by documents describing their permanent arrangement to practise medicine at a Saskatchewan medical office;
• Hold a valid SINP Job Approval Letter; and
• Receive a letter of support from the College of Physicians and Surgeons of Saskatchewan (CoPSS) setting out the type of licence, the expiry date of the candidate’s licence and its support for the candidate obtaining permanent resident status in Saskatchewan.
  • Where applicable, candidates will also need a letter from the Royal College of Physicians and Surgeons of Canada indicating that they hold a licence in a particular speciality.

Minimum requirements for nurses

To be eligible as a nurse under the SINP Saskatchewan Experience – Health Professionals sub-category, candidates must:

• Hold a valid Work Permit issued by IRCC;
• Have practised as a nurse in Saskatchewan for 6 months or more;
• Hold a full-time, permanent job offer issued by a Saskatchewan Regional Health Authority, the Saskatchewan Cancer Agency or another publicly funded health employer; and
• Hold a valid SINP Job Approval Letter.

Minimum requirements for other health professions

To be considered eligible under the Other Health Professions sub-category, candidates must:

• Have completed post-secondary training of at least one academic year relevant to the intended health occupation;
• Hold a valid Work Permit issued by IRCC;
• Hold a full-time, permanent job offer from a Saskatchewan employer in a health occupation at National Occupational Classification (NOC) level 0, A, B or C;
• Have worked for the employer making the job offer, in the same job position, for at least 6 months;
• Have a minimum language score of Canadian Language Benchmark (CLB) 4 if the job offer is in a NOC C occupation;
  • The language test must be from a designated testing body and must have been taken within 2 years of the date of application.
• Hold a valid SINP Job Approval Letter; and
• Have evidence of eligibility for a Saskatchewan licence if the occupation is regulated in Saskatchewan and requires mandatory certification or licensing.

Hospitality sector project

This sub-category is for temporary foreign workers who wish to immigrate permanently to Saskatchewan and who have worked in the province for an SINP-approved employer for at least 6 months on a valid Work Permit in one of the following occupations:

• Food and beverage servers (NOC 6453),
• Food counter attendants/kitchen helpers (NOC 6641), or
• Light duty cleaners (NOC 6661).

Candidates must hold a full-time, permanent job offer from an SINP-approved employer before applying. To have the position assessed, the Saskatchewan employer must register on the SINP Employer website.

Once approved, the employer receives a Job Approval Letter, a copy of which must be submitted with the candidate’s application to the SINP.

Minimum eligibility requirements

To be considered eligible under the Hospitality Sector Project sub-category, candidates must:

• Hold a valid Work Permit for one of the following occupations:
  • Food and beverage servers (NOC 6453);
  • Food counter attendants/kitchen helpers (NOC 6641); or
  • Light duty cleaners (NOC 6661).
• Have worked in Saskatchewan for 6 months or more for an approved Saskatchewan hospitality employer;
• Hold a full-time, permanent job offer from an approved Saskatchewan hospitality employer;
• Hold a valid SINP Job Approval Letter;
• Have completed at least secondary education (or the equivalent);
• Demonstrate language proficiency at CLB 4 or above in all 4 language skills (listening, speaking, reading, writing) on a language test from a designated testing body, taken within two years of the date of application.

Long-haul truck driver project

This sub-category allows transport companies to bring long-haul truck drivers (National Occupational Classification (NOC) code 7411) to Saskatchewan under the Service Canada Temporary Foreign Worker policy, which covers jobs requiring a secondary school qualification or on-the-job training.

Truck drivers who have worked in Saskatchewan on a temporary Work Permit for 6 months or more can use this immigration sub-category if they have received a full-time, permanent job offer from the transport company.

The job offer must be approved by the SINP before applying. To have the position assessed, the Saskatchewan employer must register on the SINP Employer website. Once approved, the employer receives a Job Approval Letter, a copy of which must be submitted with the candidate’s application to the SINP.

Minimum eligibility requirements

To be eligible under the Long-Haul Truck Driver Project sub-category, candidates must:

• Have worked for an SINP-approved Saskatchewan transport company for at least 6 months on a temporary Work Permit;
• Hold a current Saskatchewan Class 1A driving licence;
• Hold a full-time, permanent job offer from their employer (which must be an SINP-approved transport company in Saskatchewan);
• Hold a valid SINP Job Approval Letter; and
• Demonstrate language ability at CLB 4 or higher in all four language skills (listening, speaking, reading and writing) on a language test from a designated testing body, taken within two years of the date of application.

Students

This sub-category targets students who have recently graduated from a recognised post-secondary institution in Canada and have received a full-time, permanent job offer from a Saskatchewan employer.

The job offer must be approved by the SINP before the applicant can apply, otherwise the application will be refused outright.

In order to have the position assessed, the Saskatchewan employer must register on the SINP Employer Website.

Once approved, the employer receives a Job Approval Letter, a copy of which must be submitted with the candidate’s application to the SINP.

Minimum requirements for graduates of Saskatchewan institutions

To qualify as a graduate of a Saskatchewan institution under the Student sub-category, the applicant must:

• Have graduated with a certificate, diploma or degree from a recognised post-secondary institution in Saskatchewan;
  • The programme must be equivalent to at least one academic year (eight months) of full-time study.
• Have a minimum language score of Canadian Language Benchmark (CLB) 4 demonstrated on a designated language test taken within the past two years if the job offer is in a NOC level C occupation;
• Have at least 6 months (960 hours) of paid work experience in Saskatchewan;
  • Eligible types of work experience in Saskatchewan include on-campus work, off-campus work, co-op work terms, post-graduate fellowships that can be verified by the institution, and work experience gained on a Post-Graduation Work Permit.
• Have applied for and received a valid Post-Graduation Work Permit from IRCC;
• Hold a current full-time, permanent job offer in their field of study from a Saskatchewan employer in an occupation at NOC level 0, A or B, or in a designated trade, OR a job offer that requires post-secondary education; and
• Hold a valid SINP Job Approval Letter.

Minimum requirements for graduates of Canadian institutions (outside Saskatchewan)

To qualify under the Student sub-category as a graduate of a Canadian institution outside Saskatchewan, the applicant must:

• Have graduated with a certificate, diploma or degree from a recognised post-secondary institution in Canada (outside Saskatchewan);
  • The programme must be equivalent to at least one academic year (eight months) of full-time study.
• Have a minimum language score of Canadian Language Benchmark (CLB) 4 demonstrated on a designated language test taken within the previous two years if the job offer is in a NOC level C occupation;
• Have at least 6 months (960 hours) of paid work experience in Saskatchewan; gained after graduating and after receiving a valid Post-Graduation Work Permit;
  • Eligible types of work experience in Saskatchewan include work experience gained on a Post-Graduation Work Permit.
• Hold a valid Post-Graduation Work Permit from IRCC;
• Hold a current full-time, permanent job offer in their field of study from a Saskatchewan employer in an occupation at NOC level 0, A or B, OR in a designated trade, OR a job offer that requires post-secondary education; and
• Hold a valid SINP Job Approval Letter.

When not to apply

An applicant will not be considered eligible under the SINP Saskatchewan Experience Category if they:

• Are a refugee claimant in Canada;
• Are an international student who has not completed their programme of study;
• Fail to submit the documents requested by the SINP;
• Cannot demonstrate a genuine intention to live and work in Saskatchewan;
• Have deliberately misrepresented facts in the application.
