NLPNP International Graduate

This NLPNP International Graduate immigration stream is for recent international graduates who hold a Post-Graduation Work Permit and have employment or a job offer from an employer in Newfoundland and Labrador.

Individuals with aPost-Graduation Work Permit (PGWP)may be eligible for theExpress Entry – Skilled Worker Streamof theNewfoundland and Labrador Provincial Nominee Program (NLPNP)if they are accepted into theExpress Entryof theImmigration, Refugees and Citizenship Canada (IRCC).

A valid Express Entry code and job search validation code are required to apply to the Newfoundland and Labrador Express Entry – Skilled Worker Stream.

Minimum requirements for the International Graduate Stream

To be eligible under this International Graduate Stream, a candidate must:

• Have completed at least half of the programme of study in Canada and graduated from an eligible Canadian public college or university
• Have completed at least a 2-year degree or certificate programme, studied full-time. Postgraduate degree programmes or 1-year certificates are also eligible where they require a prior degree or certificate (whether or not that prior degree or certificate was obtained in Canada)
• Have a full-time job offer from aneligible employer in Newfoundland and Labradorin their field of study or a related field
• Have legal status to work in Canada — the candidate must hold a Post-Graduation Work Permit from IRCC; recent graduates must apply while their Post-Graduation Work Permit has at least 6 months of validity remaining
• Have the qualifications, training, skills and certifications needed to perform the intended work in Canada
• Demonstrate the intention and ability to settle in the province
• Demonstrate sufficient financial resources to establish themselves in the province
• Provide evidence of English or French proficiency sufficient to perform the job duties
  • Where nominated through an occupation classified underNational Occupational Classification (NOC)as a category/skill level C or D, the candidate must meet the minimum language requirement.Note:NOC D positions are not usually considered under the International Graduate Stream.
  • Where the programme of study was completed at a recognised post-secondary institution outside Newfoundland and Labrador, the candidate may be required to work in a job within their field of study for a minimum of one year before applying.

Employment in the field of study

International Graduate Stream candidates must have:

• A full-time, indefinite position related to their field of study
• A position related to their skills, experience and/or training

Graduates of Memorial University or the College of the North Atlantic are permitted to take a position unrelated to their field of study, provided that the candidate’s position:

• Requires a post-secondary degree or certificate
• Corresponds to NOC skill level 0, A, B or C
• Could reasonably be expected to lead to career advancement for the candidate
• Is in an industry in which the candidate has recently acquired a combination of skills, experience or training (within the past 5 years), according to the NOC description
• Is full-time and indefinite
• Meets an identified labour shortage in Newfoundland and Labrador

Employers supporting an application under the NL International Graduate Stream must meet the employer criteria set by the NLPNP.

Who is not eligible for the International Graduate Stream

The following individuals are not eligible for the International Graduate Stream:

• Students who have not completed their programme of study
• Failed asylum seekers or asylum seekers living in Newfoundland and Labrador
• Students studying in Canada under the sponsorship of an agency or government that expects the individual to return to their country of origin after graduating
• Individuals with a criminal record, or with a dependent family member (over 22) with a criminal record
• Individuals with an unresolved custody, marital or support obligation dispute. These matters must be resolved before the immigration process begins
• Individuals who deliberately provide false information in the application
• Employers who deliberately provide false information about themselves or the candidate concerning their role, or the candidate’s role, in the business
