NBPNP Skilled Worker

The New Brunswick Skilled Worker Stream facilitates immigration for workers who have received a full-time, permanent job offer from an employer in New Brunswick.

NBPNP Skilled Worker is a stream of theNew Brunswick Provincial Nominee Program (NBPNP), under which employers in the province may recruit foreign nationals and international graduates with the skills needed in the province and fill positions for which Canadian citizens or permanent residents are not available.

Minimum requirements for the candidate

To be eligible under the New Brunswick Skilled Worker Stream, a candidate must:

• Be aged between 19 and 55;
• Have sufficient English or French ability to perform the job duties. Candidates are required to provide language test results from a designated testing organisation with their application;Canadian Language Benchmark (CLB)4 for English or Niveaux de compétence linguistique canadiens (NCLC) 4 for French across all four language skills (reading, writing, listening and speaking).
  • Candidates in semi-professional and low-skilled occupations (NOC levels C and D) must undergo mandatory testing at a designated testing body and achieve a minimum Canadian Language Benchmark (CLB) 4 in all four categories.
• Hold the education, qualifications and/or licences and certifications needed to perform the work in New Brunswick. Candidates must have at least a secondary school qualification.
• Have received a genuine full-time, permanent job offer from an eligible New Brunswick employer;
  • The business must have been operating in the province for at least one year.
  • The candidate must demonstrate that they were interviewed and hired by the prospective employer.
  • The job must be at one of the skill levelsNational Occupational Classification (NOC) sau:
    • Skill level 0, A or B
    • Skill level C
    • Skill level D, skill type 7, 8 or 9, as well as NOC 6711 (food counter attendants) and NOC 6731 (light duty cleaners)
• Demonstrate an intention to live and work in New Brunswick;
• Score a minimum of 60 points on the selection grid.

Selection factor

Where all the other eligibility criteria (set out above) are met, the candidate is assessed against five selection factors. To be eligible for the Skilled Worker with Employer Support Stream, a candidate must score a minimum of 50 points.

Factor 4: Work experience (up to 20 points)

Work experience points are awarded on the basis of the number of years the candidate has worked in the intended occupation within the past five years.

Factor 5: Adaptability (up to 12 points)

Family in New Brunswick: the candidate or their spouse/common-law partner has a son, daughter, brother, sister, mother, father, child, grandparent, aunt, uncle, niece or nephew living in New Brunswick as a Canadian citizen or permanent resident.	5
Education in New Brunswick: – The candidate has completed at least one year of post-secondary education in New Brunswick – The candidate has completed at least two years of post-secondary education in New Brunswick.	7 10
Employment in New Brunswick: – The candidate is an international graduate of a post-secondary institution in New Brunswick with at least six months of work experience in the province, including work experience gained while a student, or has worked in New Brunswick for at least one of the past five years, on a valid work permit or with authorisation to work in Canada – The candidate’s employer has a positive Labour Market Impact Assessment (LMIA) on which the job offer is based, or the occupation is exempt from the LMIA requirement, or the employer interviewed and hired the candidate through a national or international recruitment mission in the 12 months before the application; – The candidate has worked at least two of the past five years in New Brunswick.	7 8 10
Spousal employment in New Brunswick: the candidate’s spouse/common-law partner has worked at least one of the past five years in New Brunswick or has language proficiency of at least CLB 4 in English or Niveaux de compétence linguistique canadiens (NCLC) 4 in French across all four language skills.	5

The application process

• Step 1: Accept a full-time, permanent job offer;
• Step 2: Verify that you meet all the minimum eligibility criteria and have all the documents ready to submit to the Government of New Brunswick and the Government of Canada.
• Step 3: Create a candidate profile through the New Brunswick online system.
• Step 4: Wait to be invited to the NBPNP. You have up to 45 days from the date the invitation letter is received to submit a complete application through the New Brunswick online system.
• Step 5: Wait for your application to be reviewed and approved.
• Step 6: If approved, submit the permanent resident visa application directly to Immigration, Refugees and Citizenship Canada.

Minimum requirements for the employer

Employers must also demonstrate that:

• They are unable to recruit a Canadian citizen or permanent resident for the position offered;
• The job will provide a wage comparable to the industry and comply with provincial labour standards.

Who is not eligible to apply to the NBPNP Skilled Worker Stream
Candidates should not apply if they:

• Have an application in process under another immigration programme in Canada;
• Are not lawfully resident in their country of residence at the time the application is received at the NBPNP Office (proof of lawful residence is required);
• Have an unresolved humanitarian and compassionate claim in Canada;
• Are unsuccessful humanitarian and compassionate claimants living in Canada;
• Have an unresolved asylum claim in Canada;
• Are failed asylum claimants living in Canada;
• Are subject to a removal order in Canada;
• Are inadmissible to Canada;
• Are studying full-time at post-secondary level;
• Are a live-in caregiver;
• Are a seasonal worker.
