Document certification bodies for the SWSP

The Quebec Skilled Worker Selection Program (SWSP) requires candidates’ documents to be verified and certified by bodies designated by the programme’s administrators.

Overview

Quebec Skilled Worker Selection Programme (SWSP)has specific requirements relating to documents — their nature, format and translation. A duly certified copy is one of those requirements. Documents submitted by candidates must be certified as true to the original by the issuing body or by a recognised authority in the country or territory that issued the document.

A copy certified as true by the issuing body is always the preferred format. Note that verifying the accuracy of the information provided takes time. Processing times may be shorter where copies certified as true by the issuing body are submitted.

Candidates outside the country or territory of which they are nationals may have their documents certified as true copies by an embassy or consulate. Candidates wishing to have documents issued by a country or territory other than that of their nationality certified as true copies should consult the information provided for the country or territory concerned.

If the country or territory in which the document was issued does not appear in this list, please ensure the document is certified as a true copy by one of the authorities below.

Bodies recognised to certify all types of document as true for countries or territories not appearing in this list:

• The issuing body.
• A government department.
• The local or regional authority (province, city, town hall, prefecture, sub-prefecture, wilaya, commune, district).
• A notary.

Note

For countries or territories not on the list:

• Candidates must have copies of their documents certified by the issuing body or by a body recognised by the country or territory that issued those documents.
• Solicitors and the police are not bodies recognised by the Ministère de l’Immigration, de la Francisation et de l’Intégration (MIFI) for certifying documents.
• A copy certified as true by the issuing body is always the preferred format. Note that processing time is needed to verify the accuracy of the information the candidate has provided. This time may be shorter where the candidate submits a copy certified as true by the issuing body.
• Copies certified as true by the embassies and consulates of the countries or territories that issued the original documents are accepted.
