71.6% of the global wealthy are weighing a second citizenship, WCR 2026 survey finds

The World Citizenship Report 2026, published by CS Global Partners on 14 January 2026, finds that 71.6% of the 546 mass affluent individuals surveyed say they are more inclined to consider a second citizenship or residence as a result of global events over the past few years. Only 2.7% of respondents say they are less likely to consider one.

How interest is distributed

Of the 71.6% more inclined to consider an additional citizenship or residence, 39.0% fall into the “somewhat more likely” group and 32.6% into the “significantly more likely” group. The report reads this distribution as evidence of a gradual and broad repricing of risk rather than a reaction to acute crises.

According to the report, close to 80% of respondents currently hold a single citizenship. Around 15% hold two and 5% hold three or more.

Survey method

The World Citizenship Index combines quantitative data from international bodies with a behavioural survey of 546 mass affluent individuals worldwide. It assesses citizenship across five pillars: Safety and Security (weighted 25%), Quality of Life (25%), Economic Opportunity (20%), Global Mobility (15%) and Financial Freedom (15%).

Motivations for seeking a second citizenship

In the survey results, business and career opportunity heads the list of motivations at 29.9%, followed by investment diversification (24.5%) and tax efficiency (22.3%). Asked about future scenarios, respondents put family security and generational protection highest, followed by emergency and contingency planning, then asset and legacy protection.

Respondents’ confidence in their current citizenship breaks down as follows: 33.5% very confident, 39.2% somewhat confident, and close to 27% either uncertain or lacking confidence that their present citizenship will continue to deliver comparable security and opportunity over the coming decade.

Market context

According to Henley & Partners data published in the Henley Private Wealth Migration Report 2025, an estimated 142,000 millionaires relocated internationally in 2025. The report also notes that American citizens accounted for more than 30% of all residency by investment applications handled by Henley & Partners in 2025, almost twice the combined total of the next five nationalities.
