A Procedural Fairness Letter – PFL is an official document issued by Immigration, Refugees and Citizenship Canada (IRCC) to an applicant during the immigration application process. This letter notifies the applicant of issues related to their file, such as the risk of ineligibility, misrepresentation, or doubts regarding authenticity, while providing the applicant with an opportunity to respond before a final decision is made.

A PFL outlines specific concerns, such as inconsistencies in documentation or failure to meet programme requirements, and usually includes a response deadline (typically 30 days). The applicant must provide a detailed explanation, supporting documentation, or clarification to resolve the issue. If the response is not satisfactory, the application may be refused or subject to severe penalties, such as a 5-year ban on filing applications if misrepresentation is found.
